Under general supervision, this individual is responsible for duties of a skilled level. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Repairing breaks in water mains and lines; running new service lines; installing and repairing fire hydrants; and assisting in location and marking of water services. Construction of manholes and forms; and fitting, grading, and joining of plastic, cast iron, or transit pipes. Use of hand and power tools. Fabricate and prepare signs; paint curbs; and operate mechanical paint striping machine. May perform basic welding techniques on cages, window bars and parking barriers. May initiate requests for materials and supplies. May direct the work of a small crew of general helpers. Provide for the storage of supplies and materials and the cleaning of brushes and other tools and equipment. Maintain and operate all traffic counters and other survey equipment. Repair meters; perform accurate tests on meters; tag meters and record necessary information. Investigate and report locations with unusual readings, check for leaks, other meter problems, or unauthorized usage Perform inventory and prepare reports on equipment. Respond to Dottie request by government agencies, contractors, customers, and other utilities to mark underground water mains and/or services. Collection of daily dumping fees; preparation of records on permits for dumping; billing of vendors; and log of incinerator area. Perform general service work on vehicles and equipment by performing routine services such as greasing and lubing; changing air, water, oil, and fuel filters; check air pressure of tires; repair tires; and other routing service work. Prepare all paperwork necessary when installing, removing, or changing out a meter to assure the customer will be billed accordingly. This must be done daily. Account for and take responsibility for all meters signed out of meter shop inventory daily. Trim grass around and clean interior of meter boxes removing dirt buildup and foreign objects. Raise or lower meters to allow meter registers to be visible for meter readers. The use of shovels, sharpshooters, pipe wrenches, adjustable wrenches, and bare hands is required for this. Replace broken curb stops (meter valves) in a safe manner while service is under full system pressure. This requires digging out the meter box; removing the meter, connections, and meter valve; and re-installing all of the above. Definitively explain to the customer the cause of low pressure and other common water problems and how to remedy the problem. Must perform the initial evaluation of approximately 95% of all the leaks throughout the City. Check assigned vehicle for fluid levels, lights, tires, and cleanliness to assure safety and prevent potential problems. Maintain and repair barricade lights on City streets, sidewalks, and neutral grounds by conducting daily inspections of locations, and responds to calls received. Must place barricades to ensure minimal liability in hazardous situations. Perform work in repairing asphalt and concrete surfaces of City streets. Must be able to perform all duties of Trades I Perform any other duties as assigned.

  • Good knowledge of operation, repair, and maintenance of equipment and machinery.
  • Working knowledge of meters, valves, gas and diesel engines, and location equipment; and operation of jack hammers, power saws, tapping and boring machine.
  • Must know how to read pressure (PSI) gauges and the terms "static" and "residual" pressure in order to determine if low pressure is on customer's line or City's line.
  • Must be capable of learning the basic parts of a fire hydrant in order to identify the area from which a hydrant may leak.
  • Must know the severity of any type of leak in the system in order to report whether it needs repair immediately or later. Must be capable of identifying and reporting the exact location of the leak in relation to the side of the street, the nearest intersection, and the street address.
  • Requires thorough knowledge of common meter repairs and the hand tools necessary to complete said repairs; and mechanical aptitude and manual dexterity necessary for installation, repair, and removal of meters.
  • General knowledge of geographical layout of the City, i.e. street locations, water mains, service lines.
  • Ability to be on 24-hour call.
  • Ability to use independent judgment concerning maintenance and repairs. Good eye-hand coordination and good form and space perception.
  • Ability to effectively communicate with other employees; and to read and comprehend instructions.
  • Regular prompt attendance is an essential function to this position.
  • The ability to get along and promote a harmonious working environment with vendors, supervisors, citizens, and co-workers is an essential function of this position.
  • High school diploma or general education degree (GED); and one year of related experience and/or training; or equivalent combination of education or experience.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
