About The Position

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. We offer flexibility in start and end times while maintaining core business hours for shared availability across the team. Our Rail Corridor Access & Control Office is seeking a Track Protection Advisor to manages/administers our Track Protection Program, including contract management of the track protection service provider and planning/monitoring Metrolinx owned railway corridor access and track protection requests.

Requirements

  • Completion of a college diploma or trade certification with apprenticeship in a related field – or a combination of education, training, and experience deemed equivalent.
  • Demonstrated years of experience in project administration and the railway/transportation industry
  • Contract management experience to manage/monitor contractor adherence to operating agreements and compliance with established regulations, policies, and guidelines.

Responsibilities

  • Manages Corridor access and track protection requests received from internal and external stakeholders, analyzing planned infrastructure work and reviewing the related impact on rail corridors and the operating environment.
  • Establishes track protection priorities/requirements within the regulatory guidelines of Canadian Rail Operating Rules (CROR), Transport Canada Safety Rules (TCSR), and Metrolinx’ General Engineering Instruction as necessary to meet the needs of the complex our infrastructure program.
  • Develops and practices appropriate internal and external management control systems of track protection program activities to enable construction progress, maximize safety, and maintain expense accountability.
  • Liaises with both internal (e.g., Project Delivery Teams, Station Operations) and external stakeholders (e.g. Track Protection Service Providers) to arrange for planned track work blocks for programs and projects
  • Validates the proper allocation of track protection resources in the field, addresses track protection issues and requests to acquire pertinent information prior to approving requests.
  • Provides subject matter expertise concerning track protection services to internal stakeholders/clients related to specific track protection service and regulatory requirements/projects.
  • Completes field audits of track protection service providers to ensure contract provisions are being met.
