About The Position
The Town of Billerica is seeking a highly qualified individual to fill the position of Town Manager. This role is pivotal in overseeing the operations of the town and ensuring that the community's needs are met through effective management and innovative solutions. The ideal candidate will have a strong background in municipal management, having served in roles such as City Manager, Town Manager, Assistant City Manager, or Assistant Town Manager for a minimum of five years. This experience is essential to navigate the complexities of local government and to lead the town towards achieving its strategic goals. A bachelor's degree from a recognized and accredited college or university is required, with a master's degree in public administration, business administration, or a related field being preferred. However, the requirement for a master's degree may be waived for candidates who possess special or unique municipal experience that demonstrates their capability to fulfill the responsibilities of the position. The successful candidate must also be qualified to become a member of the International City Management Association and maintain good standing within the organization. The Town Manager will be expected to demonstrate expertise in innovative financial management, particularly in strategic capital planning for both short-term and long-term projects. A proven ability to work within established and successful budget processes is crucial. The candidate should be able to think outside the box, providing intellectually curious and creative solutions to emerging community issues, leveraging non-traditional approaches to problem-solving. Exceptional public speaking and presentation skills are a must, as the Town Manager will frequently communicate with internal and external stakeholders using electronic media. The ability to convey information clearly and effectively is essential for fostering transparency and engagement within the community. The position offers an annual base salary range of $230,000, plus a competitive compensation package based on qualifications and experience.
