About The Position

The Oregon Health Authority (OHA), Public Health Division (PHD), Health Promotion and Chronic Disease Prevention Section is recruiting for a Tobacco Retail License Compliance Specialist 3 (CS3) that will provide compliance, consultation, technical assistance, and evaluation services for the Oregon Health Authority's program. The position verifies that registered tobacco retailers are meeting program requirements as stipulated by federal regulations, state statute, administrative rules, and interpretive guidelines. This includes planning and completing inspections at registered tobacco and inhalant delivery system retailers, overseeing Young Adult Inspectors, collaborating with state and local officials, and contributing to continuous quality improvement processes for the Tobacco Retail License program. Requirements

  • Five years' experience doing administrative research that included compiling and evaluating facts to recommend management action or decide compliance or eligibility with program guidelines and regulations. Three of the five years must be above the technical support level.
  • College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.
  • A Bachelor's Degree in Business or Public Administration AND two years of the specified experience.

  • Experience with conflict resolution and de-escalation techniques.
  • Skilled in the use of electronic information systems, personal computers, mainstream office software (word processing, database management and presentation preparation), the Internet and e-mail.
  • Technology skills set to keep all data secure whether working onsite or remotely.

Responsibilities

  • Plan and conduct tobacco retail educational visits and compliance inspections at tobacco retail outlets.
  • Work with regulated retailers to solve problems and mediate disputes in issues of compliance.
  • Assure inspections follow standards, procedures, and protocols for various federal, state, and local retail tobacco laws and rules, including coordinating inspections performed by Local Public Health Authorities.
  • Interpret relevant laws and regulations and participate in controversial and complex regulatory decisions.
  • Assure safety of self and Young Adult Inspectors in tense situations through conflict resolution and de-escalation techniques.
  • Implement measures and program quality improvement initiatives to improve retail enforcement processes as tobacco retail enforcement laws and rules change.
  • Maintain and update tobacco retail license data systems with inspection outcomes and ensure current information is correct.
  • Prepare necessary documentation and represent agency in contested case hearings related to enforcement actions.
  • Coordinate regulatory actions with Department of Revenue and Department of Justice.
