About The Position

The Tier 2 Health Insurance Specialist under the supervision of the Health Insurance Services Program Manager is responsible for processing and approving the MOHealthNet applications of current Health Center patients through a new partnership with the State of MO Family Support Division (FSD). Candidates must complete all training required by the State of MO FSD; and any other applicable federal and/or state training and licensing requirements related to processing and approving MOHealthNet/CHIP applications including receiving and maintaining access to the MEDES/FAMIS and EMOMED Medicaid eligibility systems and any other application and enrollment systems used by the MO FSD. Candidates must be very experienced in all aspects of assisting consumers in applying and enrolling in all forms of MOHealthNet; and must be a Centers for Medicare & Medicaid Services (CMS) Certified Application Counselor (CAC) or Navigator; and have a State of Missouri Navigator License.

Requirements

  • Must be a high school graduate, GED certified equivalent, and have a minimum of an associate degree and at least two years of work experience in a healthcare organization; and be very experienced in all forms of MOHealthNet and the Health Insurance Marketplace.
  • Must be able to type; computer literate; and able to generate reports and create presentations.
  • Experience with Microsoft Office software.
  • Must demonstrate an understanding of the socio-economic and health care problems of diverse low-income groups in a large metropolitan area.
  • Ability to communicate effectively orally and in writing.
  • Ability to effectively present information and to respond to questions.
  • Must demonstrate accuracy, proficiency, and efficiency.
  • Demonstrated ability to work effectively with the underserved and vulnerable populations.
  • Knowledge of available community resources within the service area.
  • Experience in all aspects of MOHealthNet application and enrollment is a must.
  • Must demonstrate tact, patience, and good communication skills in dealing with patients, Health Center staff, the public, external agencies, and organizations.
  • Maintains a professional appearance and attitude.
  • Maintain a valid driver’s license, reliable transportation, and proof of insurance.
  • Ability to travel & drive between Health Center site locations as well as occasional MO FSD, MPCA or Cover MO Coalition meetings in Columbia, MO or Jefferson City, MO.

Responsibilities

  • Process and approve MOHealthNet applications for Health Center patients that are submitted by other Health Center staff.
  • Successfully complete an 8 week training course for Tier 2 workers in the MO FSD.
  • Ability to travel and work at various Sam Rodgers clinics or to attend training courses at off-site locations to achieve program and grant goals.
  • Explores alternatives and determines the best solution when trying to resolve customer service concerns.
  • Maintain access to all Medicaid application and enrollment systems currently used by Tier 2 workers in the MO FSD.
  • Regularly use and maintain access to the MEDES, FAMIS and EMOMED Medicaid eligibility systems to look up applicant information at the MO Family Support.
  • Pass any additional background checks, licensing, or certifications for Tier 2 workers required by the MO FSD.
  • Operate in a fiscally and socially responsible manner, upholding the image and goodwill of the organization and its mission at all times.
  • Works in compliance and consistency with all laws, regulations, best practices, and other relevant standards.
