About The Position

The Information Resources Department Head serves as the agency's Chief Information Officer (CIO) and IR Manager who reports to the Deputy Director. This position is responsible for managing the staff and operations of the IR Department and for providing information resources oversight for the agency.

Requirements

  • Required Education: Bachelors degree in MIS or related field.
  • Required Experience: Minimum of five (5) years of IT experience with minimum of two (2) years of team/project leadership and supervisory experience.
  • Required Knowledge: Knowledge of Integrated information systems, data processing, program management, software portfolio management, quality assurance measures and methodologies, security risk assessment methodologies, audit documentation, procedures development, disaster recovery planning, application analysis techniques.
  • Required Abilities: Work at a microcomputer for extended periods of time; frequent telephone use, occasional bending, stooping, reaching, lifting. Work well with people with varying technical skills. Set goals and objectives as well as solve administrative problems. Multi-task and work cooperatively with others.

Nice To Haves

  • Preferred Education: Masters degree in MIS or related field.
  • Preferred Experience: Minimum required experience plus some experience with one or more of the following: Website Presence, Networking, PC Support, Telecommunications, software licenses, and IT compliance.
  • Preferred Knowledge: Knowledge of local, state, federal laws and regulations in IT; knowledge of public administration and management principles and practices
  • Preferred: State IT certifications as required and/or preferred by state.
  • Preferred: Supervisory experience.
  • Willingness to learn different applications.
  • Maintain professional awareness of IT advancements and regulations.

Responsibilities

  • Coordinate/Oversee agency wide information resources: Conduct needs assessments, gather statistical data, consult, and propose strategies for agency's long range planning. Serve as agency Information Resources Manager, report to state Legislative Budget Board and Department of Information Resources as required, and meet state's continuing education requirements for IR Managers. Represent the agency and maintain liaison contact with other departments or agencies in planning, negotiating, and application of IR functions. Work with the Texas A&M University Systems (TAMUS) shared service Digital Accessibility Coordinator (DAC), request and maintain list of VPAT documents, manage exception requests and remediation plans and ensure state requirements are met for website accessibility. Serve on System CIO Council and various agency councils/committees. Coordinate IR security matters with TAMUS CISO and networking issues with TAMU IT.
  • Manage IR Department: Select, evaluate, supervise and develop the department staff. Assess feasibility of agency IR projects and oversee implementation of approved projects. Oversee maintenance of agency network, e-mail system, website, and agency-wide software applications; oversee help desk operations; ensure proper systems integration control. Oversee IR equipment purchasing, computer inventory control and software licensing compliance. Perform administrative duties, including: manage departmental operating budget; prepare or approve all required administrative forms (i.e. evaluations, PDs, Form 500s, leave requests, time sheets, etc.) for department. Coordinate / Provide IT training for IR departmental staff and agency personnel.
  • Develop program guidelines, procedures, policies, rules and regulations and provide oversight: Implement and monitor the agency's information security standards. Develop and maintain all required IR plans and procedures in compliance with state law and DIR guidelines.
  • Other duties as assigned.
