At DHS, our team supports the Science and Technology (S&T) Directorate’s development, acquisition, and deployment of new technologies across a variety of technological domains. A key part of this process is the planning and execution of technological demonstrations for stakeholders and test and evaluation (T&E) events to provide critical assessments of solutions against requirements. This position is a primary resource for planning, coordinating, overseeing, and reporting on demonstrations and test events of commercial and prototype technologies used for counter-unmanned aircraft systems (C-UAS) applications. This position requires staff to be in-person at the DHS client site in Washington, DC (Anacostia metro station) and at additional locations in the National Capital Region as needed in accordance with the requirements of the contract five (5) days per week. Role functions may include: Coordinating with research, development, test, and evaluation staff at DHS S&T, Components, interagency partners, and vendors to schedule demonstrations and test events at test sites Developing and reviewing test plans with S&T staff and stakeholder Components to ensure tests are comprehensive and will yield meaningful results against key performance metrics Leading identification of test event risks and drafting mitigation plans Coordinating with test site personnel to ensure facilities are properly equipped for planned tests, identifying and procuring any additional equipment needed Preparing and presenting reports, briefings, communications products, minutes, and other documents related to test and evaluation events and results Working with end users to extract and define practical C-UAS user stories; collaborating to identify opportunities to advance user missions Championing designs and adaptations that will enhance trainability, operator effectiveness, and rapid adaptation in field applications Maintaining and tracking action items, and participating in meetings Develops procurement requests to include applying practical knowledge of the acquisition process as outlined in the Federal Acquisition Regulation to formulate various acquisition approaches Facilitating meetings, travel, and other administrative needs of leadership

Requirements

  • BA/BS + 10 years of relevant or Master’s + 5 years of relevant experience
  • Eligibility to receive DHS Suitability.
  • SECRET clearance.

Nice To Haves

  • Active DHS Suitability preferred
  • Active Top Secret clearance preferred
  • Advanced degree in a technical field such as a physical science, engineering, or similar field
  • Knowledge of human systems integration (HSI), and user interfaces / user experiences (UI/UX)
  • Demonstrated experience evaluating c-UAS technologies
  • Demonstrated experience providing test and evaluation support to programs and projects serving DHS Mission Areas.
  • Demonstrated experience with demonstration and/or test event planning and execution
  • Excellent written skills, communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.
  • Experience providing guidance, feedback, and consulting services to federal program managers or similar roles.
  • Familiarity with systems engineering approaches to test and evaluation.
  • Experience developing test and analysis plans.
  • Experience with collecting and displaying data in meaningful, concise, organized ways to provide value to audiences both with and without technical backgrounds.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
  • Experience supporting DHS components and agencies either operationally or through project management.
  • Experience coordinating with different stakeholder groups to develop shared understanding of requirements, test scenarios, evaluation criteria, and similar.
  • Experience developing effective communication materials such as presentations, memos, and project plans.
  • Experience with project tracking, collaboration, and work management tools such as Excel, Sharepoint, PowerBI, and MS Teams.
  • Experience facilitating resolution of customer requirements/needs, including helping to identify and document gaps, formulate and develop solutions, and participate in and contribute to strategic discussions.
  • Familiarity or experience with the use of artificial intelligence tools for automating and optimizing processes and deliverables.
