About The Position

The Boeing Company is seeking a Test and Evaluation Engineering Manager to join the Boeing Test and Evaluation organization in Seattle, WA or Everett, WA. The individual will have responsibility to lead a team of Instrumentation Operation Engineers that operate test instrumentation and data systems for commercial and military flight test programs. This position is expected to be 100% onsite. The selected candidate will be required to work onsite at the listed location option.

Requirements

  • Bachelor of Science degree in Engineering, Engineering Technology (including Manufacturing Technology), Computer Science, Data Science, Mathematics, Physics, Chemistry or non-US equivalent qualifications directly related to the work statement
  • 7+ years of professional engineering experience, including at least 3 years in a people‑leadership or project‑lead role, or equivalent demonstrated leadership experience.
  • 7+ years of experience building business partner relationships or demonstrated experience collaborating across functional teams and external stakeholders.

Nice To Haves

  • 5–7+ years of hands‑on flight test and/or lab test experience, or equivalent systems/instrumentation test experience supporting flight test campaigns
  • Experience leading or managing Military projects and/or teams
  • Experience with Earned Value Management
  • Experience leading teams through high dynamic and pressure environments – high adaptability, stamina, and drive
  • Strong people management: hiring, mentoring, performance management, conflict resolution
  • Familiarity with instrumentation hardware (e.g., strain gauges, accelerometers, pressure, temperature, video)
  • Flight test process experience
  • Passion and experience in employee training and development

Responsibilities

  • Lead and develop a high‑performing Instrumentation Operations team responsible for design, maintenance, and operation of flight test instrumentation and data systems.
  • Set vision, priorities, and departmental policies; translate strategy into executable plans, schedules, and resource allocations.
  • Own budgets earned value metrics, and performance indicators; report status and forecast to stakeholders and leadership.
  • Drive operational excellence to meet cost, schedule, quality, availability, and reliability targets for test assets.
  • Resolve critical instrumentation issues, lead root‑cause analysis, and implement corrective actions to protect program timelines.
  • Establish and enforce safety, regulatory, and compliance standards across all instrumentation activities.
  • Build and sustain strong relationships with customers, suppliers, peers, and executive stakeholders to secure alignment and resources.
  • Champion talent development through coaching, performance management, succession planning, and targeted training.
  • Lead continuous improvement and adoption of new technologies to enhance capability, efficiency, and test readiness.
  • Identify program risks and implement mitigation strategies to minimize impact on flight test objectives.
  • Represent organizational values and model leadership behaviors that foster inclusion, accountability, and innovation.
