About The Position

The TERO Compliance Officer is responsible for maintaining, upholding, and enforcing Tribal Employment Rights Office (TERO) law by monitoring compliance across various projects for the Cherokee Nation and its entities. This role involves conducting audits, reporting compliance status, and ensuring adherence to TERO regulations on job sites, while also facilitating job placements for native applicants.

Requirements

  • Bachelor's degree in Business Administration or six years related experience and/or training, or equivalent combination of education and experience.
  • An additional one year and six months of related experience is required.
  • Experience in construction management, construction administration, or related fields such as concrete, electrician, framing, HVAC, Journeyman, or MEP.

Nice To Haves

  • Knowledge of federal, state, and legal compliance is preferred.
  • Experience with conflict resolution, data entry, report writing, public speaking, and process training is preferred.

Responsibilities

  • Assists in the development and implementation of appropriate policies and procedures.
  • Conducts regular audits to identify potential weaknesses and compliance issues.
  • Reports to management regularly concerning the organization's compliance with laws and regulations.
  • Takes action in dealing with compliance situations and creates realistic plans to address them.
  • Creates and manages effective action plans in response to audit discoveries and compliance violations.
  • Assesses company operations to determine compliance risk.
  • Coordinates meetings with internal and external departments regarding project bids and construction.
  • Attends all construction meetings with contractors throughout the job duration.
  • Maintains compliance with contractors on Cherokee Nation job sites according to TERO Law.
  • Updates contractor files based on required TERO documents submitted weekly.
  • Completes data entry for fiscal year utilizing numbers based on contracts and purchase orders.
  • Invoices TERO fees for the duration of jobs through completion.
  • Maintains TERO Job Bank for new applicants and refers clients to contractors for job placements.
  • Performs referral follow-ups with clients.
  • Conducts on-site monitoring of job sites for compliance checks and reports inconsistencies to the Manager.
  • Issues permits to employees on-site for monitoring purposes.
  • Maintains compliance on both tribal and federally funded jobs according to the Davis Bacon Wage Act.
  • Verifies that prevailing wages are met on federal jobs by county.
  • Enforces TERO Law on all Cherokee Nation sites and entities.
  • Creates monthly reports for Tribal Council and quarterly reports for EEOC.
  • Follows Cherokee Nation Procurement policies and procedures.
