About The Position

This position is required to provide information, referrals, follow-up and outreach to military service members and their families in accordance with National Guard Bureau regulations.

Requirements

• Excellent communication (verbal/written) and interpersonal skills
• Excellent computer skills, proficient with Microsoft Office and other Microsoft software applications, including MS Outlook, Word, Excel, PowerPoint, Publisher and Access
• Familiar with photocopiers and scanning devices
• Excellent telephone communication skills and technical skills (forwarding, conference)
• Ability to use internet
• Experience with the military (knowledge of National Guard mission, structure, and operations, prior service, military family member, military volunteer)
• Flexibility with working schedule is mandatory
• Successful security review as required by the government
• Applicant shall have broad based knowledge, experience, and skills in the areas of military personnel, human resources, and Family Programs as well as an understanding of the Army National Guard.
• The applicant must demonstrate a working knowledge of military well-being programs, Family Programs, and the deployment and/or training support cycle requirements.
• Additionally, must have the ability to gather information, make recommendations for program improvement, synthesize information, and provide communication (orally and written) to disseminate information throughout the organization.
• Applicant must have the ability to develop PowerPoint briefings and present the briefing, as directed. A confident, experienced public speaker is a must.
• Applicant must be a professional, disciplined, dedicated, self-starter who is able to work independently in a remote location with minimum oversight.
• Bachelor's degree and one year of professional or technical administrative experience in business or public administration; or an equivalent combination of education and experience.
• Contingent on a favorable NCIC/OSBI background check
• Contingent on passing pre-employment drug and alcohol screening
• Must maintain a valid driver’s license
• Must be able to travel and attend required training both in and outside the State of Oklahoma
• Able to obtain and maintain a T3 security clearance (eligibility for national security positions granted only to persons who are U.S. citizens)

Responsibilities

• Serves as an assistant in accomplishing all objectives of the SFRP for the Army National Guard to maximize Soldier retention and Family readiness.
• Supports staff assistance visits to ensure that policies conform with guidance to staff, Commanders and units.
• Provide input to develop, articulate, and implement the Family Readiness Program at the state level, inclusive of family readiness, family assistance, financial literacy education, employment outreach, volunteer training and management and improvement of quality of life and well-being of Service members and families.
• Conduct needs assessments to determine requirements.
• Collect and organizes volunteer, family, and other related data, submit data and information through the State Family Program Director or Supervisory Family Support Services Specialist to higher headquarters.
• Implement and maintain computer entry system to support reporting, for retrieval, and dissemination.
• Ensure accurate and timely input into the NGB-approved system of record for all applicable Service Members and Family case information, unit support, community outreach, training provision, volunteer management and other Family Program data.
• Conduct briefings at the local, unit and state levels to provide necessary information to leadership, commanders, Soldiers, Families, Soldier and Family Readiness Groups (SFRGs) and community partners and stimulate interest and support to build program and community capacity.
• Operates family assistance center and provide assistance to commands within geographical area of responsibility in support of the SFRP.
• Provides information resource referral and non-medical administrative case management across all essential services; including but not limited to, Crisis, Legal, Financial, TRICARE, ID Cards/DEERS, Community Information and Outreach Services, Employment/Financial Literacy, Emergency Family Assistance Center (EFAC) and Exceptional Family Member Program (EFMP).
• Develop and maintain an electronic and hard-copy directory of resources, agencies and organizations that are available to assist Service-members, Families and survivors.
• Shall coordinate assistance from military, government, and civilian organizations as needed to assist Service Members, Family Members, Retirees, and Civilian Government Employees needing military quality of life support.
• Ensure accurate and timely input into the NGB-approved system of record for all applicable Service Members and Family case information.
• Establish recurring outreach contact with each ARNG member’s Designated Individual as directed by law, regulation or instruction from the Supervisory Family Support Services Specialist.
• Provides support during 24/7 EFAC operations, Yellow Ribbon Reintegration activities, Recruit Sustainment Program activities, drill and annual training periods as required.
• Provide training and technical support to Commanders and Family Readiness Liaisons to support their Unit Family Readiness program and Soldier & Family Readiness Groups (SSFRGs).
• Conduct informal and formal training and recruitment of volunteers.
• Supports volunteers to work with the (SFRGs), and to instruct and train units, soldiers, and their families.
• Provide training and technical support to unit commanders and unit Family Readiness Liaisons to develop local unit SFRGs.
• Recruit and complete administrative actions for the appointment of statutory volunteers.
• Develop and conduct orientation and training programs for volunteers, including but not limited to Army Family Team Building, Army Family Action Plan and Operation Ready/Readiness Essentials for Army Leaders.
• Maintain volunteer personnel records and document volunteer services and hours within the NGB-approved system of record.
• Maintain a library of resource materials concerning volunteerism, and provide support materials to volunteers as needed.
• Plans volunteer recognition activities at the unit and State levels and makes recommendations to the higher headquarters for national level volunteer awards through the Supervisory Family Readiness Specialist.
• Initiates Invitational Travel Orders (ITOs) for volunteers and reconciles volunteer reimbursement.
• Plans and conducts workshops and seminars to provide life skills and family readiness training to Soldiers, family members and volunteers, coordinating volunteer assistance as needed.
• Identifies statutory volunteers to serve as State Family Program volunteer council members, coordinates activities, and council communications.
• Assist higher headquarters in planning and coordinating provision of Soldier & Family Readiness Program resources, briefings and training during deployment cycle support and steady-state readiness activities.
• Implement and maintain a system of providing publications and information to units and SFRGs, including relevant social media platforms.
• Provide technical support and training to unit Family Readiness Liaisons and Rear Detachment Commanders in support of unit family readiness.
• Submit information to support development and budget forecasting to support the Soldier and Family Readiness Support Program to higher headquarters.
• Maintains regular contact with commanders/command teams of assigned units to determine support/training needs and conducts staff assistance visits to units in the geographical area of responsibility to accomplish the objectives of the program
