Join our team and discover why we are a top veteran employer and Certified Great Place to Work™ ASRC Federal Communications Ltd. is seeking a Temporary Barge Coordinator who will serve as the primary on-site point of contact for coordinating all barge-related logistics, resupply operations, and marine interface activities at remote Pacific Air Forces (PACAF) sites under the ISS2 GLA contract. The Temporary Barge Coordinator role ensures safe, efficient, timely, and compliant receipt, offloading, staging, and distribution of cargo, fuel, equipment, and supplies delivered via barge (or landing craft in applicable shallow-water/remote environments) to support mission-critical operations, maintenance, and readiness at geographically separated locations including Wake Island Airfield (WIA), Eareckson Air Station (EAS – Shemya Island, Alaska), and King Salmon (Alaska). The position requires working in challenging remote environments with limited infrastructure, variable weather and tidal conditions, and strict adherence to safety, environmental, USCG, and contractual performance standards outlined in the Performance Work Statement (PWS). This is a hands-on, temporary role focused on seasonal marine delivery cycles, requiring flexibility, strong coordination skills, and the ability to operate independently at isolated sites.

Requirements

  • Bachelors degree in related field or it can be substituted for years of experience with 2-4 years of progressive experience in maritime operations, barge/tug coordination, cargo offloading/onloading, or marine logistics — particularly in remote, harsh environments (e.g., Alaska coastal/inland waters, Pacific islands, or offshore/remote sites).
  • At least 2-4 years in a supervisory or coordination role overseeing cargo handling, fuel transfers, hazardous materials, and multi-stakeholder operations.
  • Experience with military/DoD logistics (e.g., USTRANSCOM, SDDC, ETRR procedures, TCMD forms) is highly desirable and often required for PACAF/ISS2 contract roles.
  • Prior work in remote or geographically separated locations (e.g., Alaska barge deliveries, offshore support) is strongly preferred due to variable weather, tides, and limited infrastructure.

Responsibilities

  • Coordinate Barge Arrivals and Departures Act as the on-site liaison between the barge operator/tug crew, site personnel, Government representatives (e.g., COR), and contractor management.
  • Track barge schedules, weather forecasts, tidal windows, and sea conditions to optimize docking, beaching, or offloading operations.
  • Communicate advance requirements (e.g., priority cargo, special handling items, fuel transfer needs) to vessel operators.
  • Coordinate closely with the U.S. Army Surface Deployment and Distribution Command (SDDC) for military surface transportation requirements, including scheduling, routing, and compliance with DoD surface movement protocols for barge deliveries to remote sites.
  • Oversee Cargo Offloading and Onloading Operations Plan and direct the safe offloading of supplies, materials, bulk fuel/products, equipment, and hazardous materials from barges to shore facilities (including docks, ramps, beaches, or roll-on/roll-off systems).
  • Ensure proper staging, inventory control, and temporary storage of received cargo to prevent damage, loss, contamination, or environmental risks.
  • Coordinate loading of retrograde materials, waste, equipment, or empty containers for return transport.
  • Ensure Safety and Compliance Enforce all applicable safety protocols, including OSHA, USCG regulations, site-specific requirements, and contract PWS standards during marine operations.
  • Conduct pre- and post-operation inspections of docks, moorings, ramps, seawalls, fuel transfer equipment, and related infrastructure.
  • Implement spill prevention, control, and countermeasure (SPCC) measures—particularly for fuel/products—and maintain cleanliness of facilities; report any deficiencies, spills, or incidents immediately.
  • Adhere to environmental regulations, hazardous materials handling procedures, and remote site sustainability standards.
  • Logistics and Documentation Management Verify manifests against delivered cargo; identify and resolve discrepancies, and document receipt, condition, and any damages.
  • Maintain accurate records of all barge activities, including manifests, bills of lading, operational logs, hours worked, and fuel transfer documentation.
  • Demonstrate experience with USTRANSCOM Export Traffic Release Request (ETRR) procedures and Transportation Control Movement Document (TCMD) forms to support DoD-regulated cargo movements.
  • Prioritize and sequence cargo needs to maximize efficient use of barge services versus more costly airlift options.
  • Collaboration and Communication Work closely with site operations, maintenance, engineering, and fuel management teams to minimize mission disruptions during barge activities.
  • Coordinate with a wide variety of Government agencies (including SDDC, USTRANSCOM, and site CORs) and private companies/vendors in reserving space and freight on the barge, ensuring alignment with military transportation priorities and commercial carrier capabilities.
  • Provide daily/weekly status updates on barge progress, issues encountered, and upcoming resupply needs to management and the COR.
