The Test Equipment Engineering (TEE) Effectors team within the Hardware Discipline Directorate is a multi-discipline organization responsible for developing Production and Engineering test solutions for all Raytheon products. We are hands-on, designers using the latest technology and tools, and integrating state-of-the-art software solutions with the most advanced engineering systems in the world.  TEE products are in engineering labs, in the field, and in production environments utilized for weapon system products. TEE has job opportunities across all phases of the engineering lifecycle, including demonstrations, early engineering tests, design verification tests, production, and post-production sustainment. The Test Equipment Engineering Directorate - Subsystem Assembly Department seeks a Senior Manager, Systems Engineer who can lead a section of Project Leadership / PMX professionals and Technical Leads responsible for all elements of executing and managing a project through all lifecycles to include but not limited to development, transition to production, design verification, qualification, and Manufacturing Acceptance of final products going to the customer.  The candidate must have experience leading multi-disciplinary teams and cost account management (CAM) including the development of Earned Value Management System (EVMS) artifacts, Estimates at Complete (EAC)s, Latest Revised Estimate (LRE) / Estimate at Complete (ETC), baseline change management, overall team execution strategy, and Basis of Estimates (BOE)s.

Requirements

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 10 years of prior relevant experience.
  • Experience as an IPTL, sub-IPTL, CAM, REA or a Project Team Lead.
  • Experience in a technical leadership role.
  • Working understanding of the Test Equipment Engineering One Page Process.

Nice To Haves

  • Previous experience with career development and personal skills development of team members
  • Experience working with Program configuration management principles and tools such as an Integrated Master Schedule (IMS), PMX tools, or tracking books
  • Experience with EVMS (Earned Value Management System or similar budget tracking system)
  • Experience with our Proposal Capture Process (development of compliant Basis of Estimates, and White Sheet Development).
  • Experience with the Estimate at Complete (EAC) process.

Responsibilities

  • Supervise and lead a team of approximately 12 - 185 section members.
  • The Section Lead role is anticipated to be approximately 15% of the work week, with the remainder of the work week charged to program contracts, within the TEE organization.
  • Establish meaningful and measurable goals and communicate effectively with your team to ensure alignment with the department and center.
  • Conduct formal and informal performance reviews and career development discussions with team members.
  • Lead by example, adhere to, and ensure alignment with Raytheon Values and Behaviors.
  • Collaborate with multi-discipline teams in the operation, testing and troubleshooting of systems.
  • Provide independent health checks by evaluating program’s metrics.
  • Involvement in center initiatives.
  • Interact with Program Managers, Chief Engineers, Cross Product Team (CPT) / Directorate Leads, as well as other functional management to drive results to achieve program and business unit objectives.
  • Support Test Equipment Engineering program hiring goals as well as leading the onboarding of new section personnel.
