About The Position

The Technology Transfer (T3) Specialist supports clients in technology transfer by managing intellectual property, valorization, and commercialization of innovations. This role involves providing product support for the development and negotiation of agreements such as Cooperative Research and Development Agreements (CRADAs), Educational Partnership Agreements (EPAs), Patent License Agreements (PLAs), and other related mechanisms. Responsibilities include generating technology transfer agreements in compliance with applicable regulations and federal laws, while facilitating the transition of academic innovations into commercial environments. Further duties and responsibilities include, but are not limited to:

Requirements

  • Bachelor’s degree from an accredited university in engineering or relevant field (preferred) with at least 4 years of experience in scientific research, technology transfer and patenting or professional/business related experience
  • Meets U.S. citizenship and work eligibility requirements for federal contractors
  • Must be able to obtain and maintain a Department of Defense (DOD) Secret clearance, if required
  • Exceptional verbal and written communication skills
  • Excellent attention to detail
  • Strong analytical and problem-solving acumen
  • Collaborative problem‑solving approach with the ability to influence change across stakeholders
  • Demonstrated ability to self‑manage priorities, milestones, and deliverables with a high level of ownership and accountability
  • Proven ability to interact professionally with senior leaders, including civilians, military personnel, and contractors
  • Ability to maintain confidentiality and exercise discretion
  • Proficient with Microsoft Outlook, Word, Excel, PowerPoint, Access

Nice To Haves

  • Master’s degree from an accredited university in engineering or relevant field (highly preferred) with at least 2 years of experience in scientific research, technology transfer and patenting or professional/business related experience
  • Expertise in similar contract/consultant position servicing DOD client (highly preferred)

Responsibilities

  • Effectively negotiate the agreements with all parties involved and maintain clear and open communication to minimize confusion and cancellation of agreements
  • Coordinate activities with the servicing legal office to determine rights to inventions, patent, and licensing implications and the commercial potential of patentable technology
  • Prepare staff summary packages for approval and track agreement through the approval process
  • Collect reports as required by the various technology transfer agreements to ensure the objectives of the agreements are met
  • Analyze agreement reports for potential technology transfer and/or transition opportunities that could support the mission
  • Collect and review patents and intellectual property for potential licensing or transition opportunities
  • Gather data for monthly and/or annual reporting requirements and frequent taskers from leadership
  • Collect, maintain, and report all data elements required for the management of technology transfer and transition
  • Manage records of agreements using client systems as required
  • Assist in defining requirements for client’s web-based applications
  • Develop and provide recommendations to improve business processes with information technology solutions
  • Provide technical support for conferences and Integrated Product Teams (IPT) which may include:
  • Coordinate locations for conferences, workshops, and meetings
  • Assist with agenda planning to include finding speakers, trainers, etc.
  • Manage attendee invitations, acceptances, and badging
  • Create briefing materials, make presentations and/or gather slide decks and other information for presentations prior to the events and print copies of briefings or other materials as needed
  • Manage presentations and electronic display on the day of the event
  • Record and publish meeting minutes and action items
  • Develop and maintain an action item tracking system
  • Attend and participate in regional, state, and local programs, trade shows, etc., as required
  • Perform market research studies and prepare business case analysis to identify factors to support investment decisions.
  • Identify companies that could best supplement federal laboratories and their programs.
  • Assist the Director and team with enhancing its processes, data accessibility, and transparency for increased enterprise efficiency; engagement, and outreach efforts.
