About The Position

The Office of Building Water Systems Oversight (BWSO) promotes water safety by overseeing mechanical and plumbing systems such as cooling towers, nonportable water reuse, drinking water storage, and potable water distribution in buildings. Our primary focus is the prevention, risk management, and control of waterborne illnesses, especially Legionnaires' disease, in partnership with the Bureau of Disease Control, Public Health Laboratory, and state, federal, and local agencies.

Requirements

  • For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • To be appointed to Assignment Level II and above, candidates must have:
  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above.
  • Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Nice To Haves

  • Academic or professional background in engineering, chemistry, biological sciences, data sciences, environmental science, or environmental health.
  • Experience in project management, regulatory enforcement, environmental investigations, water treatment, or water quality monitoring.
  • Possess strong interpersonal and customer service skills.
  • Ability to prepare and present scientific and technical materials and correspondences to various audiences.
  • Knowledge of Microsoft Office applications (Word, Excel, PowerPoint).

Responsibilities

  • Independently conduct research on various engineering systems such as cooling towers, evaporative condensers, internal plumbing, wastewater systems, and building drinking water tanks to ensure that proper oversight is conducted
  • Lead development and implementation of internal training in conjunction with the field operations team to ensure proper enforcement of cooling tower inspection protocols, policies, and procedures
  • Assess regulatory compliance, enforcement trends, performance indicators, and quality control measures using program data and provide recommendation for program improvement and enhancement.
  • Conduct research and provide technical support for special projects related to the prevention of waterborne illnesses, water system operation safety and treatment technology.
  • Review and provide guidance related to the issuance of OATH summonses and hearing appearances for non-compliance with New York City laws and regulations.
  • Research and review current and proposed Federal, State and Local rules and legislations and ensuring Bureau policies, procedures and protocols are in alignment.
  • Act as a liaison with government agencies, private organizations, research organizations and public stakeholders for education and outreach, program management and general correspondence to represent the Department
  • Manage emergency response activities in response to waterborne disease investigations. Provide executive summary to Agency leadership and work with other Bureaus to execute our emergency response protocols.
