This position performs a variety of tasks related to the monitoring and administration of privatization contracts. The position also coordinates and facilitates interdepartmental and contractor contacts and serves as contractual liaison between the organization and contractors.

Requirements

  • Associate Degree in business or a related field preferred
  • A minimum of two years of administrative support experience.
  • Ability to work flexible hours, at different locations, and environments.
  • Proficient with Microsoft Office Suite.
  • Ability to learn specialized software programs.
  • Ability to communicate effectively, orally and in writing.
  • Ability to use sound judgment.
  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details and work independently with minimal supervision.
  • Knowledge of principles of contract management.
  • Knowledge of business management practices, including basic accounting and statistics.
  • Knowledge of local, state, and federal laws, regulations and procedures related to transportation programs.
  • Knowledge and understanding of all applicable transportation-based regulations to include, but not limited to, FTA, FMCSA, ADA, Civil Rights, and DOT.
  • Ability to develop and apply an understanding of departmental and agency goals and objectives.
  • Ability to analyze and interpret complex and ambiguous laws, rules and regulations.
  • Ability to develop consensus among various contractors, department managers and individuals.
  • Ability to read, analyze and interpret proposals and contracts.
  • Valid Colorado driver’s license.
  • An equivalent combination of education, experience, knowledge, skills, abilities.

Responsibilities

  • Facilitates communication between private contractors and internal personnel, troubleshoots problems, responds to information requests, follows up on accident and incident investigations, and resolves service issues.
  • Identifies record-able service/performance issues through dispatch reports, determines when service loss/additions are to be assessed and granted within the terms of the contract(s) and creates daily service reports.
  • Determines when liquidated damages should be assessed within the terms of the contract(s), evaluates contractor performance through site visits, maintenance inspections and customer complaints, identifies specific and trending issues, ensures compliance with contractual requirements, and recommends appropriate remedial action if needed.
  • Schedules and conducts periodic data and records reviews and site visits ensuring adherence to DOT, CDL, Drug and Alcohol, ADA and/or contractual requirements.
  • Evaluates and certifies contractor personnel as acceptable for the positions of classroom operator instructor, behind-the-wheel operator instructor, and revenue operator instructor.
  • Reviews content and consistency of the private contractor's bus operator training program.
  • Evaluates fleet maintenance records and ensures compliance with DOT, ADA and the organization’s requirements.
  • Performs quality inspections for appearance, cleanliness and to identify maintenance and repair needs of bus fleets.
  • Prepares work requests for contractors and verifies completion.
  • Reviews relevant policies, practices, and procedures to identify potential disparities related to compliance with the Americans with Disabilities Act, and makes recommendations for actions to overcome any identified issues.
