About The Position

Modern Technology Solutions, Inc. (MTSI) is searching for a Technical Writer - Senior to support United States Space Force (USSF) by developing software in support of Space Systems Command (SSC) Cyber Operations Branch rapid agile development of defensive cyber solutions to protect, defend, and respond to both ground and space based cyber adversarial threats. A successful candidate should be a leader and problem solver with a proven ability to deliver superior results as part of a high performing team in a fast-paced environment. Your essential job functions will include but may not be limited to: The Senior Policy Writer is responsible for developing, revising, and maintaining clear and comprehensive government policies and procedures to ensure compliance with legal and regulatory standards. The ideal candidate is a strategic thinker with a proven track record of distilling complex information into accessible, compliant documentation for government audiences. Key Responsibilities Policy development: Lead the entire policy lifecycle, from initial research and cross-functional collaboration to drafting, implementation, and evaluation. Compliance and regulatory research: Conduct in-depth research on relevant laws, regulations, and industry best practices to inform and support policy recommendations. Stakeholder collaboration: Work cross functionally to gather necessary information, inputs, and approvals across a large organization. Content creation: Draft, edit, and proofread a wide range of government policy documents. Strategic communication: Develop and execute communication plans to effectively roll out new and revised policies to employees and other stakeholders. Quality assurance: Conduct periodic reviews and audits of existing policies to ensure ongoing relevance, accuracy, and compliance. Establish robust and repeatable quality control processes for drafting and review. Advisory support: Act as a subject matter expert and trusted advisor to management and internal teams on complex policy-related queries and issues. Team development: Guide documentation team in government policy writing education.

Requirements

  • 5+years of professional experience in government policy writing, compliance, or a related field.
  • Experience supporting DoD organizations conducting enterprise IT, defensive cyber operations, or offensive cyber operations
  • Expertise in policy frameworks: Needs deep understanding of guiding policies across National (NMS NCS, etc), DoD (DoD, CNSS, CJCS, DAF, etc) and Non-DoD (NIST, FIPS, ISO, etc) publications.
  • Thorough understanding of National, DoD, and Non-DoD policy affecting cyber operations to properly find, interpret, connect, and apply higher-level guidance during document creation.
  • Advanced ability to gather, analyze, and synthesize information from multiple sources, including legal and regulatory materials.
  • Experience investigating and searching for current and guiding government policy documents within a NIPR or SIPR environment
  • Experience using document and content management systems to maintain and organize policy libraries.
  • In coordination with appropriate stakeholders, create DoD, Service, and Operational Unit level Instructions, including Operating Instructions, Standard Operating Procedures, and Checklists; experience creating DAF, USAF, USSF, and subordinate unit documentation is preferred
  • Convert complex engineering and policy concepts and documentation into clear, concise, understandable documentation, such as Tech Orders, Systems Administration and Software Install and Operator guides
  • Knowledge and Records Management
  • Superior written and verbal communication skills, with the ability to explain complex issues clearly and concisely to diverse audiences.
  • Strong problem-solving abilities and a strategic mindset to anticipate potential risks and policy challenges.
  • Proven ability to build relationships and work effectively with cross-functional teams and senior leaders.
  • Ability to engage stakeholders and SMEs to ensure effective product generation.
  • Meticulous attention to detail to ensure accuracy and consistency in all policy documentation.
  • 18+ years and a Bachelor's degree ; or 10+years with a Master's degree.
  • Must possess an active Top Secret (TS) security clearance (with SCI and SAP eligibility) is HIGHLY desired.
