JOB OVERVIEW Provide services and support as a Technical Training and Development Instructional Designer [WMATA Technical Training and Development Division (TTDV) Instructional Design Staff Augmentation] in the Government And Public Services Industry Sector focussing on Human Capital Solutions for clients such as Washington Metropolitan Area Transit Authority (WMATA) | Technical Training and Development Division (TTDV) | Safety and Readiness Department Generally Located In CONUS - Washington D.C and across the Mid Atlantic Region (Of Country/World) Working On-Site (Client Site). Instructional Design & Learning Development. Designing dynamic, learner-centered training experiences that empower WMATA’s technical workforce for operational excellence.. Designs ILT/CBT/blended content, creates storyboards, assessments, and facilitator/participant guides using ADDIE/SAM—core ISD duties.

Requirements

  • Bachelor’s degree in instructional design, education, or related field
  • 3+ years of experience in instructional design
  • Familiarity with adult learning theory and instructional technologies, including ADDIE
  • Experience with technical training programs, with a preference for transit
  • Knowledge and experience with Web Content Accessibility Guidelines (WCAG) version 2.2
  • Experience with Learning Management System platforms and authoring tools including Adobe Captivate (Classic and/or New version) and InDesign
  • Experience holding working sessions with SMEs.
  • Proficiency in project management methodologies and tools.
  • Exceptional leadership and interpersonal skills for effective team management.
  • Outstanding time management and prioritization abilities to meet project milestones.
  • Adaptability to changing project requirements and priorities
  • Ability to multi-task and pay close attention to detail.
  • Excellent analytical, organizational and time management skills

Responsibilities

  • Design and Develop Instructional Content: Create engaging and effective learning materials, including presentations, handouts, CBT modules, and job aids, using established templates and design standards.
  • Apply Instructional Design Principles: Develop content that aligns with adult learning theory and instructional best practices, ensuring clarity, accessibility, and learner engagement.
  • Engage in Proactive Stakeholder Communication: Maintain regular communication with stakeholders to provide project updates, gather feedback, and ensure alignment with strategic training goals and operational needs.
  • Manage Project Timelines and Milestones: Develop and maintain detailed project plans, track progress against key milestones, and address risks or delays to ensure timely delivery of training products.
  • Collaborate with Subject Matter Experts (SMEs): Work closely with SMEs to gather technical content, clarify complex information, and translate it into learner-friendly formats that meet training objectives.
  • Review and Quality Assurance: Lead content reviews to ensure accuracy, consistency, and alignment with learning goals, incorporating feedback from stakeholders.
  • Contribute to Evaluation Efforts: Collect and organize learner feedback and assessment data to support the evaluation of training effectiveness and identify areas for improvement.
  • Analyze training needs and performance gaps: The ProSidian Learning Innovation Design Consulting Team will be responsible for conducting comprehensive training needs assessments to identify performance gaps and learning requirements across various technical roles within the agency. Deliverables will include job and task analyses and clear, measurable learning objectives.
  • Design and develop NextGen learning materials: The ProSidian Learning Innovation Design Consulting Team will Create instructional content for multiple delivery formats—including instructor-led training (ILT), computer-based training (CBT), and blended learning. Deliverables will include detailed design plans, lesson plans, facilitator and participant guides, storyboards, and assessments that align with instructional best practices.
  • Evaluate training effectiveness: To ensure the effectiveness of training programs, The ProSidian Learning Innovation Design Consulting Team will develop and apply robust evaluation strategies based on established models such as Kirkpatrick’s Four Levels. Deliverables will include analyses of leaner behavior and user experience data.
  • Provide subject matter expertise in instructional design methodologies: The ProSidian Learning Innovation Design Consulting Team will serve as a SME in instructional systems design, offering guidance on the application of adult learning theory, instructional design models (e.g., ADDIE, SAM), and emerging trends in learning and development. Deliverables will include the development of best practices for the integration of accessibility and equity standards.
  • Provide process engineering services: The ProSidian Learning Innovation Design Consulting Team will analyze, redesign, and digitize existing paper-based workflows. The objective is to improve efficiency, accuracy, and accessibility by transitioning to digital systems aligned with organizational goals while ensuring stakeholder adoption and sustained change.
