About The Position

The Technical Specialist II position will, under minimal supervision, perform technical calculations, design, evaluation, inspection, and testing related to traffic engineering and civil infrastructure projects. Responsibilities include the development of traffic engineering design plans, such as traffic signals, intelligent transportation systems (ITS), pavement markings and signage, maintenance of traffic, and utility layouts including power and communications. Collaborate with project managers and technical teams to review project specifications, determine support needs, and evaluate design alternatives. Participates in traffic analysis, including forecasting, modeling, and simulation, and uses relevant software applications to analyze and report on project and production data. Coordinates and conducts field work to gather data and materials, perform inspections, and verify site conditions. Performs research and data analysis to support project goals and prepares clear, accurate reports, graphics, and presentations. Leads or participates in the preparation and review of drawings, specifications, cost estimates, and client deliverables, ensuring quality and compliance with industry and government standards. Provides peer reviews of technical work prepared by others and contributes to the development of alternative conceptual designs based on stakeholder input. Maintains ongoing communication with clients to ensure quality service, prepares project correspondence, invoices, and cost proposals, and presents technical and program information to internal teams and clients. Works closely with engineers, technicians, and contractors to deliver projects on schedule and within scope.

Requirements

  • Bachelor's degree in Civil Engineering, Transportation Engineering, or a related field.
  • 4 years of experience in Transportation Engineering or related.
  • Proficient in the design and integration of Intelligent Transportation Systems (ITS) Engineering components.
  • Skilled in communication system design, including fiber optics, wireless, and Ethernet.
  • Experience with Traffic Management Center (TMC) systems and software.
  • Strong knowledge of national and local standards, including the MUTCD, AASHTO Green Book, ITE standards, and relevant local DOT standards.
  • Proficient in AutoCAD and/or MicroStation (InRoads/OpenRoads), Civil 3D.
  • Experience in traffic signal design, intersection and roadway geometry, signing and striping, and maintenance of traffic plans.
  • Skilled in using tools such as Synchro, SimTraffic, VISSIM, HCS for traffic operations analysis and simulation.
  • Expertise in traffic data collection and interpretation, trip generation, travel demand forecasting, and crash data analysis.
  • Experience preparing PS&E (Plans, Specifications & Estimates) and conducting QA/QC reviews.

Nice To Haves

  • Familiarity with ATMS (Advanced Traffic Management Systems) and SCADA systems.
  • Experience in signal controller programming and troubleshooting.
