About The Position

This position is responsible for the coordination and supervision of the supportive personnel in the Local Roads and Streets Section. This position is accountable for providing supportive services and expertise to local agencies both directly and through the field engineers in all phases of planning, engineering, and administration of the Motor Fuel Tax (MFT), and state and federal policies and procedures. This position is also accountable for supervising the review, evaluation and processing of the Township Bridge Program (TBP), MFT projects and selected local federal-aid projects and programming. Additional responsibilities include administration of the district Local Agency (LA) Bridge Inspections Program and coordinates the development of the Local Federal Multi-Year Program.

Requirements

  • Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS six years of engineering experience; OR eight years of engineering experience.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • Valid driver’s license.
  • Districtwide and statewide travel with occasional overnight stays.

Responsibilities

  • Implements policies and procedures in a manner that will assure all responsibilities are carried out in an effective, efficient, and economic manner.
  • Reviews environmental documents, project development reports, plans, and specifications for conformance with established policies, standards, and procedures, and recommends for approval.
  • Coordinates projects from programming to closeout to assure complete, accurate plans and documents are prepared in a timely manner to meet letting schedules.
  • Monitors the local agency National Bridge Inspection Standards (NBIS) Inspection Program.
  • Supervises staff to ensure the efficient and timely completion of assignments.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
