About The Position

WHO WE'RE LOOKING FOR Do you love bringing complex engineering projects to life and shaping the systems that keep transit moving? The Technical Program/Project Manager III – Equipment Engineer (TPPM III) reports directly to the Vice President, Rolling Stock and Support Equipment. The TPPM III provides leadership and technical expertise throughout the complete project lifecycle of transit agency vehicles and support equipment assets, from initiation through commissioning. This role encompasses overseeing design, development, procurement, and integration of complex systems, ensuring compliance, managing contracts, and driving innovation in equipment management practices. The Equipment Engineer leads cross-functional teams, manages projects, and serves as a key resource for the organization. This role will report directly to reporting to the Vice President, Rolling Stock & Support Equipment.

Requirements

  • Bachelor’s degree in Engineering, Business or a related field
  • Six (6) years’ experience managing projects involving the design, development, procurement, and delivery of rolling stock and support equipment including five (5) years of progressive experience in equipment engineering and procurement.
  • Six (6) years’ experience in a government or transit environment preferred
  • Proven experience in Maintenance, Repair, and Operations procurement, services, and capital equipment.
  • Knowledge of engineering principles and practices.
  • Knowledge of standard safety practices rules and regulations in a transit environment.
  • Knowledge in the review and development of drawings, specifications, and technical reports.
  • Must demonstrate a technical knowledge of either electrical or mechanical equipment systems.
  • Ability to diagnose problems and defects in company-owned equipment to provide input on how to solve problems.
  • Skill in developing and analyzing complex equipment specifications.
  • Skill in interpreting, preparing, and reading technical documents including specifications, diagrams, schematics, policies, standards, procedures, and regulations.
  • Excellent communication skills including ability to listen and provide feedback, to communicate goals and objectives within a team environment, and to build relationships for trust and respect.
  • Excellent management skills including ability to hold others and self-accountable, to make difficult decisions, when necessary, to focus on results, to analyze data, and to plan, develop, and implement formal work plans.
  • Knowledge of basic management strategies and project coordination.

  • Knowledge of established preventative maintenance programs commercial transit facilities, vehicles and equipment.
  • Knowledge of applicable industry and regulatory standards including OSHA, EPA, DEC, FMVSS, SAE, and ANSI.
  • Must be able to safely operate a motor vehicle.
  • Must be able to use a telephone or headset equipment.
  • Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions.

Nice To Haves

  • Project Management Professional (PMP) certification is preferred.
  • Six Sigma certification is preferred.
  • Professional Engineer License is preferred.

Responsibilities

  • Provide strategic coordination and comprehensive management of transit agency vehicles and support equipment throughout its lifecycle (planning, procurement, implementation, integration, commissioning), ensuring alignment with organizational goals and optimal resource utilization. This includes overseeing design, development, and integration of complex systems, and contributing to long-term asset management planning and funding initiatives.
  • Develop and manage all technical aspects of equipment projects, including defining specifications, evaluating engineering solutions, overseeing design reviews, ensuring regulatory compliance, managing project scope, schedule, budget, and resources, and ensuring proper documentation and adherence to best practices. This also involves effective project execution and risk management, problem resolution, and advising senior management.
  • Oversee the procurement process and manage vendor relationships, including sourcing, contract negotiation, ensuring technical requirements are met, and managing warranty claims.
  • Provide expert technical guidance, drive innovation, and implement best practices in equipment management. This includes directing the development and implementation of policies and procedures, evaluating complex technical proposals, diagnosing equipment problems, and developing/analyzing equipment specifications and maintenance procedures.
  • Serve as the primary point of contact and facilitate effective communication and coordination among all stakeholders (internal teams, external partners, regulatory agencies), including preparing project correspondence, participating in meetings, and establishing/maintaining effective relationships.
  • Serve as a department leader and subject matter expert, contribute to the organization's strategic direction, promote continuous improvement, mentor team members, adapt to agency priorities, and perform assigned duties, including supporting safety management systems.
  • Serve as the primary point of contact and facilitate effective communication and coordination among internal teams, external stakeholders (including vendors, consultants, regulatory agencies), and engineering disciplines, including preparing internal and external project correspondence and participating in meetings.
  • Ensure effective project execution and risk management, including identifying, documenting, and monitoring project issues and risks, managing change requests, and resolving problems, while also advising senior management on project status and recommending solutions.
  • Ensure proper documentation and adherence to best practices throughout the project lifecycle, including maintaining and updating project activities and reports.
  • Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns.
  • Perform other related duties as required and/or assigned.
