At Manulife / John Hancock, we are seeking Technical Program Managers (based in Canada or US) to join our team as we embark on continuous growth. The Technical Program Manager leads the various stages of product development and collaborates with the technical/business teams for technical implementation of cross-squad programs across complex technical, regulatory, or other cross-cutting needs. This role is pivotal in ensuring that programs are executed efficiently and effectively, aligning with the strategic goals of the organization. Office location: Boston - USA (preferred) or Toronto - Canada (alternative) Work arrangement: Hybrid - 3 days in office, 2 days from home. Remote working option is not available.

  • Leading the entire lifecycle of an initiative from strategy creation to execution, delivery, and completion while monitoring and reporting status to program stakeholders and all involved parties throughout the program's duration.
  • Responsible and accountable for ensuring all aspects of delivery of technology services including Initiation, Planning, Execution, Monitoring/Controlling, Closure, and Post-initiative evaluation activities are delivered on scope, budget, and schedule for technology commitments.
  • Leveraging relevant background and understanding in software engineering and technology to implement technology strategies and ensure effective software delivery.
  • Providing cross-functional leadership and building alignment for efforts, such as product architecture, and synchronizing the ask with the IT organization service areas to deliver value.
  • Identifying and mitigating technical risks which could impact project success.
  • Maintain a perspective on the impact of change and develop patterns and documentation to ensure ongoing maintenance of technical and regulatory solutions.
  • Works closely with Business Initiative Lead(s) to construct schedule, milestones, goals, and scope by aligning and incorporating technology aspects from components, solutions, feasibility, and delivery.
  • Foster a culture of innovation and teamwork, while actively driving collaboration, efficiency, and effectiveness for aligned teams.
  • Bachelor's degree or equivalent experience in computer science, information systems, business administration, or related field.
  • 5 to 7 years+ of technical program management expertise in related field.
  • Project management skills with proficiency in project/initiative management software tools (MS Project, JIRA, Planview) and methodologies, including Software Development Life Cycle (SDLC).
  • Understanding of Agile metrics, Scrum, Scaled Agile Framework (SAFe), and similar agile methodologies to track progress, measure team performance, and identify areas of improvement.
  • Exhibits a proactive approach to problem-solving and decision-making.
  • Strong verbal and written communication skills and the ability to effectively articulate and communicate technical vision to translate and influence the outcomes into possibilities, options and execution.
  • Possesses a growth mindset to continuous learning from both success and failure, remaining open to change/improvement.
  • Responds well to ambiguity and works efficiently to clarify situations and outcomes.
  • Ability to develop and integrate metrics into the projects and operations that clearly demonstrate the value of IT to the business.
  • Proven track record of delivering complex and large-scale IT solutions.
  • Strong critical thinking, problem-solving, and decision-making skills to balance short-term and long-term objectives.
  • Highly adaptable, flexible, and resilient, with the ability to thrive in a dynamic and fast-paced environment.
  • Experience from large complex environment preferably financial is highly preferred but not a must.
