About The Position

The Technical Program Manager will play a pivotal role in the successful implementation of a modernization effort for a key US Army client. This position requires a seasoned professional with a deep understanding of cloud technologies, Army standards, and the ability to coordinate development efforts to ensure alignment with Army requirements and capabilities. The Technical Program Manager will be responsible for ensuring the implementation of best-of-breed technologies while mitigating risks and overseeing the work of a deeply technical team while serving as a top Technical SME to our US Army Client. The Techcnial Program Manager will be required to connect deep technical implementations with high-level, non-technical leadership to connect solutions to mission requirements while moving fast, building and deploying while communicating, driving consensus, team building and owning an end-to-end solution process with our client. Requirements

  • Bachelor's degree in Computer Science, Information Technology, or related field required; Master's degree or higher strongly preferred — advanced degrees in strategic studies, systems engineering, or AI-adjacent fields are relevant given the program's scope
  • At least 10 years of experience in solution architecture, cloud deployments, cybersecurity, and data infrastructure — including experience supporting large-scale Army or DoD network environments (1M+ endpoints a plus)
  • Experience interfacing between deeply technical teams, hands-on-keyboard practitioners, and senior stakeholders; proven ability to build cross-functional consensus and develop roadmaps from scratch
  • Direct experience with Army standards and requirements for digital transformation, cloud, cyber, and data governance — including familiarity with initiatives such as Zero-Trust, Maven, or Army Common Operational Picture frameworks
  • Experience working with Army stakeholders across Active, Reserve, and Guard components, as well as contractors and interagency partners
  • Excellent communication skills with demonstrated ability to brief complex technical concepts to senior Army leaders (GO/SES level preferred)
  • Experience with Army networking systems, communications architectures, and data infrastructure; familiarity with tactical-level solutions is a plus
  • Experience with AWS, Azure, and on-premises deployments; familiarity with Big Data platforms and global sensor architectures is advantageous
  • Active Secret clearance required
  • Relevant certifications may include, but are not limited to: CISSP, CISM, CRISC, Security+, Cloud+, CySA+, Solution Architect, Project Management, Scrum/Agile

Nice To Haves

  • Experience supporting FORSCOM operational units (e.g., Brigade, Division, Corps formations), with an understanding of how technology is planned, fielded, and employed in training and operational environments.
  • Experience delivering technology for the tactical Army, including work in contested, bandwidth-constrained, or disconnected operations, and familiarity with tactical systems such as TAK or other edge and soldier-borne capabilities.

Responsibilities

  • Serve as the primary technical lead coordinating development efforts to ensure alignment with Army requirements and capabilities, including Cloud, Zero-Trust, and Defensive Cyber Operations initiatives
  • Combine broad technical expertise with non-technical relationship and consensus building skills to help understand and align clients to technical solutions across Army Components, interagency, and contractor teams
  • Ensure the implementation of best-of-breed technologies while mitigating risks and overseeing the work of a diverse technical team, including application of CMMI process maturity frameworks
  • Collaborate with Army stakeholders to ensure the successful integration of existing and upcoming technical solutions into the Army's IT infrastructure, including large-scale network environments and Big Data platforms
  • Assist with developing and maintaining technical documentation, including system architecture diagrams, technical specifications, and user manuals; develop architecture roadmaps spanning multi-year windows
  • Provide technical guidance and support to Army personnel and contractors, including mentorship of junior technical leaders
  • Stay abreast of emerging cloud technologies, Army/DoD standards, and university/industry research relevant to mission insertion
  • Ensure compliance with Army cybersecurity standards, best practices, and Cross-Domain Solution (CDS) requirements
  • Collaborate to optimize cost-efficiency and prevent cost overruns, leveraging academic and interagency partnerships where appropriate
  • Provide regular status reports to senior Army leaders and LMI management
  • Manage project deliverables, financials, and team performance using Agile principles to increase speed and focus
