Role Description As a Technical Operations Manager, OSP Construction, you will work on cross-product and cross-team initiatives, working closely with a cross-functional team to plan, execute, and deliver projects, and deploy new technologies to the local Phoenix market and surrounding communities. In this role, you will manage the day-to-day operations, milestone/mitigation tracking, and completion of projects related to the construction of our outside plant (OSP) fiber to the home (FTTH) network. You will be responsible for everything that happens downstream of Engineering/Permitting including pre-construction planning (including working with City Engineers), construction execution/sequencing, and splicing/testing for project turnover and acceptance to downstream stakeholders

Requirements

  • Bachelor’s degree or equivalent practical experience.
  • 5 years of Program/Project Management experience focused on capital intensive, technical scope of work.
  • 5 years of Vendor Management experience directly managing vendor resources, performance management, and accountability for project-based deliveries.
  • Experience scheduling projects, capital tracking/forecasting, reporting project status and costs versus commitments.

Nice To Haves

  • Experience managing telecommunication infrastructure, Fiber to the Home/Plant (FTTx) operations and/or outside plant (OSP) projects.
  • Understanding of CAD, GIS systems (e.g., ArcGIS), and FTTH records/As-builts.
  • Experience working with aerial construction (e.g. aerial make ready)
  • Experience with GSuite (e.g., Google Docs, Google Sheets, etc)

Responsibilities

  • Ensure adherence to engineering design plans (including mitigation plans), GFiber Standards & Spec, contract statements of work, and municipal requirements, fostering transparent change management processes.
  • Manage project pipelines, budgets, scheduling, resource/activity planning, prioritization, vendor performance tracking, project dependency awareness, financial reporting, invoice approval, material management, and develop/maintain the vendor construction schedule.
  • Clearly communicate expectations and project status to internal/external stakeholders (including GFiber’s leadership team), ensuring proper project scoping, mitigation risk plans, monthly production numbers, and seamless handoff for network acceptance.
  • Work autonomously, within the local markets, to build and design the OSP experience while capturing and reporting conceptual market deliverables, needed actions, roles/responsibilities, and learnings/feedback.
  • Review OSP closeouts before submission to the Operations Team for review and acceptance
  • Clearly convey OSP fiber redesign issues escalated from the field by the OSP vendor to the Engineering Vendor, facilitating prompt resolution and monthly goal attainment.
  • Promptly communicate with City Engineers regarding any field escalations involving conduit blockages within the leased network, ensuring minimal disruption to fiber construction timelines.
  • Ensure uninterrupted field crew work by partnering with internal GFiber Engineering and City Engineering officials to ensure all design discrepancies are captured and resolved before issuing Work Package Forms (WPF) and Consumption Logs.
