About The Position

Do you work in a housing role and are looking for a diverse and exciting challenge? The City of Lincoln Council is seeking to appoint a Technical Officer to join the Private Sector Housing team. The team is made up of Housing Standards & Enforcement Officers and Technical Officers and works across a broad range of housing related issues to improve private sector housing conditions, and to tackle housing related crime. The housing related issues will be: Improve and maintain housing standards within the private sector by conducting inspections following complaints or as part of a planned programme. Deliver into the management of the city's houses in multiple occupation (HMO's). Implement the Housing Assistance Policy by assessing an applicant's eligibility and needs and delivering the most effective housing or independent living solution. Promote best practice in the private rented sector through active engagement with private landlords, letting agencies and other organisations. Provide advice to the Team Leader on day-to-day operational issues and propose service solutions.

Requirements

  • Hold or be working towards a minimum of a level 4 qualification or be working towards another equivalent qualification, such as an HNC.
  • Experience of property surveying is essential.
  • Experience of engagement with landlords and members of the public to improve tenancy management, property standards and neighbourhood sustainability
  • Experience of working with others to solve housing related problems
  • Well-developed planning, organisational, communication and customer service skills
  • Be computer literate.
  • Have a current driving licence or means to mobility support.

Nice To Haves

  • Experience in housing enforcement actions
  • Knowledge of housing standards, noise, anti-social behaviour and nuisance related legislation.
