We are seeking a Technical Facility Manager for our IT Security and Customer Services Group (KIX) in the Force Projection Sector (FPS). The Technical Facility Manager will be responsible for the day-to-day operation of several DCSA Approved Area as well as other secure facilities in support of Programs and sponsor tasking. The Technical Facility Manager will act as a point of contact for granting access and coordinating daily activities across the facilities, as well as assisting with security compliance.

Requirements

• Bachelor’s degree in Information Systems, Engineering, Computer Science, or a related field, or equivalent experience.
• Have technical experience associated with telecommunications technologies and protocols; audio/visual capabilities, risk assessments, accreditation reports. Have experience configuring, operating, and troubleshooting video teleconference systems.
• Have strong computer skills to include hardware and software, with an emphasis on maximizing office automation through the use of the full MS office suite (Word, Excel, PowerPoint, and Visio).
• Have experience working through government or other similar security audits.
• Are capable of managing and coordinating day-to-day operations of DCSA Approved Areas, to include scheduling, controlling access lists, troubleshooting facility systems, oversight and maintenance of general housekeeping, and overall system maintenance oversight.
• Possess a current DoD 8570 IAT Level II Certification or the ability to obtain one within 6 months of hire.
• Are able to communicate and liaison with senior APL staff and sponsors.
• Must be on-site 5 days week.
• Have strong interpersonal and oral/written skills with a demonstrated ability to independently analyze and identify program related requirements and quickly develop processes or solutions to address logistical issues as they arise.
• Have a demonstrated ability to collaborate and be part of a cross functional team.
• Hold an active Secret security clearance and can ultimately obtain a Top Secret clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

Nice To Haves

• Are versed in security requirements and standards under the cognizance of Defense Counterintelligence and Security Agency (DCSA).
• Have experience with supporting VIP visits, large collaboration events, and/or event management.
• Have experience leading small projects involving at least 4 people and narrow timelines.
• Possess professional certifications in project management, industrial security, or IT compliance.

Responsibilities

• Provide technical, logistical, operational, and security expertise in managing day-to-day operations in accordance with current APL, NISPOM, Risk Management Framework (RMF), DCSA/DoD requirements, and sponsor directives.
• Manage, plan and oversee day-to-day operations of Closed Areas, to include scheduling, controlling access lists, lock combination changes, oversight of general facility housekeeping, and other compliance-related activities.
• Responsible for implementing and enforcing DoD and JHU/APL security policies and procedures; identify, document, and report security incidents, vulnerabilities, and non-compliance issues within assigned facilities.
• Partner with the FSO, ISSM, and other key security personnel regarding remediation efforts, writing security reports and conducting detailed analysis and review of potential incidents.
• Actively participate and brainstorm in technical projects to improve facility capability, bringing to bear modern technologies that enhance collaboration while meeting rigorous security complacency standards set forth by DCSA and DoD policy, the NISPOM, and other compliance directives.
• Design, develop, and maintain security documentation in accordance with DoD requirements in partnership with the larger team. Develop written Standard Operating Procedures (SOP) for the protection of the classified material within your assigned facilities.
• Provide security education to all staff within the Closed Area when access is first granted and on an annual refresher basis.
• Conduct security compliance reviews, including the annual In-House Review and DCSA Assessment for assigned facilities; support remediation of findings and sustainment of compliance.
