The United States Coast Guard is seeking a highly skilled and experienced Journeyman to provide guidance and direction for executive level projects. The ideal candidate will possess superior writing skills and quality assurance expertise, ensuring continuity of voice throughout business process models. This role involves managing complex projects, implementing change management principles, business process development, business re-engineering, and performance measurement, while ensuring compliance with government standards and internal controls.

  • Provide guidance and direction for executive level projects implementing change management principles, business process development, business re-engineering, and performance measurement.
  • Manage projects of high complexity, directing their completion within estimated timeframes and resource constraints.
  • Assess products and procedures for compliance with government standards, accounting principles, internal controls, and multi-tiered system application standards.
  • Grasp inter-relationships between financial management requirements and automated business solutions, considering the current system environment and potential integration of added systems concurrently or later.
  • Coordinate all parties to tasks and review work products for completeness, quality, and adherence to customer requirements.
  • Read and interpret Government policy, regulations, and directives, applying those interpretations fully and legally to all PWS activities as directed by the Project Manager or designee.
  • Communicate effectively, both orally and in writing, with executive level personnel.
  • Ensure continuity of voice throughout business process models using iGrafx Business Processing Modeling (BPM) software.
  • Demonstrate outstanding interpersonal and communication skills, ensuring high-quality standards are met.
  • BA/BS or MA/MS degree in a relevant field.
  • 3 to 10 years of experience in research, analysis, and business process modeling.
  • Superior writing skills and quality assurance expertise.
  • Ability to provide guidance and direction for executive level projects.
  • Capability to manage projects of high complexity and direct their completion within estimated timeframes and resource constraints.
  • Ability to assess products and procedures for compliance with government standards, accounting principles, internal controls, and multi-tiered system application standards.
  • Ability to grasp inter-relationships between financial management requirements and automated business solutions.
