About The Position

The General Government Delivery Center (GGDC) is seeking a senior-level Technical Architecture Specialist / Application Developer to support Pennsylvania state government systems, with a strong focus on accessibility compliance, application modernization, and long-term system support. This role is ideal for an experienced developer who can work independently or as part of a collaborative team, lead development initiatives, and design, enhance, and maintain complex, web-based applications in a structured public-sector environment. As a Technical Architecture Specialist, you will analyze business and user requirements, propose technical solutions, and lead the development and maintenance of enterprise applications. You will ensure compliance with accessibility standards, coding best practices, and state IT policies while supporting ongoing system enhancements.

Requirements

  • Minimum 5 years of documented experience in application development.
  • Demonstrated expertise in: VB.Net ASP.Net JavaScript XML SQL Server Reporting Services (SSRS) SQL Server databases
  • Proven experience designing and maintaining complex web-based applications.
  • Strong understanding of application architecture and database design principles.
  • Ability to work independently and in a team-oriented environment.
  • Excellent written and verbal communication skills.

Responsibilities

  • Work with project teams to analyze and interpret user requirements and recommend appropriate technical solutions.
  • Lead application development efforts, providing technical direction and oversight.
  • Design, develop, and maintain: User interface components Business logic layers Database and reporting components
  • Propose database designs for approval by database administrators.
  • Assist with data migration from legacy or existing databases.
  • Ensure applications comply with accessibility standards (e.g., WCAG) through proper use of HTML and style sheets.
  • Follow established coding, database, and documentation standards.
  • Conduct thorough unit testing and regression testing, resolving defects and performance issues.
  • Estimate development effort required to meet project requirements.
  • Report project status, risks, and progress to the project manager.
  • Present complex technical concepts to non-technical users and stakeholders.
  • Document solutions, designs, and processes clearly and thoroughly.
  • Mentor team members and provide knowledge transfer to state IT staff.
  • Perform other duties as assigned in support of project goals.
