Special Requirements US Citizenship required to obtain DHS Public Trust Active DHS Clearance (preferred) The Gist… As an experienced Technical Architect, you will support Department of Homeland Security (DHS) and Law Enforcement (LE) focused federal government programs. This role requires a hands-on technical leader who has lived the Agile methodology, understands mission-critical systems, and can successfully lead multiple concurrent software development teams in a Scaled Agile environment. Your initial assignment entails actively supporting and propeling multiple teams of multi-disciplinary skills to build new capabilities for the mission. Capabilities include AI to create and deploy digital assistant features within a larger system. The ideal candidate brings a strong technical background, credibility with software engineers, and proven experience delivering secure, reliable, and compliant solutions that support DHS and law enforcement missions.

Requirements

  • Bachelor’s degree in Computer Science, Engineering, Information Systems, or a related field (or equivalent experience).
  • Demonstrated experience serving as a Technical Architect, Technical Program Manager, Technical Project Manager, or similar role in a federal environment.
  • Hands-on experience with CI/CD pipelines, IAM, cloud services, and the full-stack technologies.
  • Hands-on experience leading Agile software development teams using Scrum, Kanban, or hybrid Agile methodologies.
  • Strong working knowledge of Scaled Agile Framework (SAFe), including Program Increment (PI) Planning and cross-team coordination.
  • Proven experience managing multiple concurrent teams and complex technical delivery efforts.
  • Background as a software developer, systems engineer, or architect OR extensive experience leading software engineers.
  • Experience delivering systems in security-conscious or compliance-driven environments.
  • Excellent communication skills and the ability to engage effectively with DHS, law enforcement, and contractor stakeholders.
  • Experience supporting DHS, DOJ, or law enforcement-related programs or missions.
  • Active or ability to obtain a public trust or security clearance, if required.

Nice To Haves

  • SAFe certification (e.g., SAFe Agilist, SAFe Program Consultant, or similar).
  • Agile certifications such as PMP, PMI-ACP, CSM, or CSPO.
  • Experience with DHS, DOJ, or LE systems, data platforms, or operational technology.
  • Familiarity with federal security and compliance frameworks (e.g., NIST, FISMA, FedRAMP).
  • Prior experience in a consulting or systems integrator environment.

Responsibilities

  • Provide program-level technical and delivery leadership for multiple concurrent Agile software development teams.
  • Own the architecture.
  • Facilitate and execute the architecture.
  • Operate with full accountability for the delivery of the architecture and truly the solution.
  • Plan, lead, and facilitate Program Increment (PI) Planning and other SAFe ceremonies across teams and stakeholders.
  • Coordinate delivery across Agile Release Trains (ARTs) or multi-team programs supporting DHS/LE missions.
  • Ensure alignment between mission objectives, contractual requirements, and technical execution.
  • Serve as the primary point of contact between government stakeholders, product owners, and technical teams.
  • Manage inter-team dependencies, risks, issues, and delivery milestones across the program.
  • Ensure solutions meet security, compliance, and operational requirements common to DHS and LE environments.
  • Mentor and coach technical leads, Scrum Masters, and development teams on Agile and SAFe best practices.
  • Translate complex technical concepts into clear, actionable information for non-technical and executive stakeholders.
  • Drive continuous improvement in delivery processes, tooling, quality, and team performance.
