About The Position

Evolver Federal is seeking a Technical Architect to lead the modernization of CMS mission-critical systems. You will be the primary architect responsible for transitioning legacy JBoss architectures into a cloud-native, event-driven ecosystem using Java/Spring Boot and AWS ECS Fargate. This is a high-level design and governance role. You will not be "in the weeds" of daily coding; instead, you will own the architectural blueprint, define the migration path for legacy stored procedures, and secure approvals from the Architecture Review Board (ARB). You will ensure that all infrastructure-defined via CloudFormation-is secure, scalable, and integrated with our New Relic/Splunk observability stack.

Requirements

  • Bachelor's degree in computer science, Information Technology, or a related field.
  • 15 years of experience in enterprise architecture, with a heavy focus on Java-based ecosystems.
  • 7 years of Java/Spring Boot experience with deep understanding of the Spring ecosystem for building scalable microservices.
  • 7 years of experience designing environments using ECS Fargate, S3, and Lambda.
  • 7 years of experience in decoupled architectures using SQS and SNS for inter-service communication.
  • 7 years of experience migrating workloads out of JBoss/WildFly and refactoring Postgres (or similar) stored procedures.
  • 7 years of experience with GitHub (Version Control), Jenkins (CI/CD), and Nexus (Artifact Management).
  • 5 years of experience architecting for New Relic monitoring and Splunk logging.
  • US Citizen or Permanent Resident required, and all applicants shall have lived in the United States for at least three (3) out of the last five (5) years
  • Must be able to pass a comprehensive background check that includes a client-specific Public Trust background investigation

Nice To Haves

  • Familiarity with CMS-specific security frameworks and the ARB approval process.
  • Experience defining RESTful API standards alongside asynchronous event patterns.
  • Prior experience in a "Design-Only" or "Lead Architect" capacity where documentation and stakeholder management were the primary deliverables.
  • AWS Certified Solutions Architect - Professional

Responsibilities

  • Architectural Modernization: Design the roadmap to migrate legacy JBoss applications to Java/Spring Boot microservices deployed in containers on AWS ECS Fargate.
  • Event-Driven Design: Standardize communication patterns between microservices, moving away from tight coupling toward asynchronous messaging using AWS SQS and SNS.
  • Database Refactoring: Lead the strategy to extract business logic from legacy Postgres stored procedures and transition it into the application layer/modern microservices.
  • Governance & Approvals: Author comprehensive architectural design documents and present them to the Architecture Review Board (ARB) to ensure alignment with CMS standards.
  • Infrastructure Strategy: Define Infrastructure as Code (IaC) standards using CloudFormation and AWS Lambdas to support a serverless-first mindset.
  • Observability & Security: Integrate New Relic for APM and Splunk for centralized logging into the core architecture to ensure production health and audit readiness.
  • CI/CD Standards: Oversee the delivery pipeline strategy using GitHub, Jenkins, and Nexus, ensuring a repeatable and secure path to production.
