About The Position

MSH seeks a Surveillance Technical Advisor for a potential 5-year CDC-funded Global Health Security (GHS) program aimed at improving countries' ability to prevent, detect, and respond to public health threats. The project will partner with Ministries of Health and other governmental institutions to strengthen systems needed to address naturally occurring outbreaks as well as intentional or accidental releases of high-consequence pathogens. Building on ten years of U.S. Government investments in GHS and lessons learned from COVID-19 and other public health emergencies, this activity will support countries to (1) i mprove prevention of avoidable epidemics; ( 2) strengthen early detection and characterization of emerging biological threats; and (3) e nable rapid, effective response to public health events of international concern. MSH is a global health nonprofit that works with local partners from the Ministry to the community to build strong, resilient, and equitable health systems in more than 150 countries. This position is subject to project award and funding. The job location is flexible to candidates in Arlington, VA and other locations in the U.S.

Requirements

  • MPH, M S , MD, PhD, or other advanced degree in epidemiology, public health s urveillance, di s ea s e control, or related field.
  • Minimum of 7+ year s of experience s upporting or managing s urveillance s y s tem s in low- or middle-income countrie s .
  • Demon s trated experti s e in di s ea s e s urveillance, early warning s y s tem s , IB S /EB S , data analy s i s , and data-u s e s y s tem s .
  • Experience working with Mini s trie s of Health, government bodie s , national public health in s titute s , U S G partner s , and multilateral organization s .
  • Familiarity with CDC s urveillance platform s , global reporting s y s tem s , and GH S technical area s .
  • S trong technical writing, communication, capacity-building, and s takeholder coordination s kill s .
  • Fluency in Engli s h i s required and proficiency in French i s preferred.

Responsibilities

  • Provide technical leadership for design , technical assistance , implementation, and monitoring related to surveillance system strengthening activities.
  • Ensures the technical integrity and quality of all surveillance interventions, works closely with Ministries of Health , CDC counterparts and other health system actors , and supports the integration of surveillance with laboratory detection and public health response systems.
  • Contributes to project work planning, documentation, reporting, and coordination across MSH teams and partners.
  • Contribute to business and resource development activities as requested .
  • Lead the design, rollout, and monitoring of indicator-based and event-based surveillance strengthening activities.
  • S upport MOH and national public health in s titute s to improve pathogen detection, ca s e reporting, and verification of public health event s .
  • S trengthen early warning s y s tem s , including digital platform s , data flow s , interoperability, and real-time analytic s .
  • S upport development of national protocol s , guideline s , and S OP s for s urveillance, data quality, and reporting to national and global s y s tem s .
  • Provide technical direction for integrating s urveillance and laboratory s y s tem s to improve detection-to-reporting cycle s .
  • Lead capacity s trengthening activitie s and mentor s hip for national, regional, and other s urveillance and epidemiology team s within the health s y s tem .
  • Provide ongoing technical s upport to s trengthen data analy s i s , vi s ualization, and epidemiological interpretation for deci s ion-making.
  • Facilitate and improve coordination acro s s MOH, national public health in s titute s , CDC, implementing partner s , and government and regional bodie s .
  • S trengthen s y s tem s for timely data and information s haring in line with national policie s and CDC requirement s .
  • Contribute to high-quality project documentation, a s s e s s ment s , report s , and learning product s .
  • Contribute to annual work planning, MERL proce s s e s , and performance tracking related to s urveillance output s and outcome s .
  • S upport cro s s -cutting GH S activitie s , including preparedne s s , workforce development, outbreak inve s tigation s , and rapid re s pon s e.
