About The Position

Oregon Housing & Community Services (OHCS) is looking for a self-directed, goal-oriented leader who is committed to achieving results through teamwork, can take quick action while understanding the impacts of their decisions, and is committed to providing affordable rental housing to Oregonians. The purpose of this position is to serve as the manager of the Technical Advisor (TA) team to ensure that technical support is available to developers in the critical stages of the Oregon Centralized Application (ORCA) funding process to develop new multifamily rental homes, acquire and rehabilitate existing rental units, and preserve existing subsidized multifamily rental housing. This team establishes relationships with OHCS/ARH developers, tracks projects in the pre-closing stages of development, and provides technical advice and consultation about OHCS/ARH programs and production that support developer decision making in the funding and construction. This team works collaboratively with other ARH teams on project issue resolution and communication and provides developer insight in program and process planning and implementation. The team responds and may represent the Division and OHCS with external stakeholders and partners, internal requests, nonprofit, for-profit and governmental entities related to programs, processes and other inquiries. In addition to direct supervising, the TA Manager provides leadership, strategic and collaborative internal and external approaches to advising developers, community organizations, jurisdictions, for successful housing development and management in Oregon’s diverse communities. The Manager actively and tactically connects the team to key areas of work for assistance, identifies opportunities to engage with community groups and other contributing systems to housing. The selected candidate will have a working knowledge of affordable housing development, financing, and the development and funding processes of OHCS. This position will have knowledge and awareness of housing needs, key institutions and organizations leading and supporting affordable housing development throughout Oregon. The Manager will promote a collaborative spirit within the team and with OHCS customers and stakeholders.

Requirements

  • Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.
