About The Position

Headquartered in Washington, D.C., Banyan Global is an international development consulting firm with expertise in monitoring, evaluation and learning, economic growth, health, and empowering communities. Banyan Global is recruiting a Team Leader for an upcoming project with the Millennium Challenge Corporate (MCC). The Team Leader will serve as the senior technical and managerial lead for performance evaluations assessing policy, institutional reform, and systems-strengthening interventions in the electricity and ICT sectors in The Gambia and Togo. The Team Leader will be responsible for overall evaluation design, implementation, quality assurance, and coordination with key stakeholders, including host-country government counterparts, utilities, and local organizations. This position requires strong mixed-methods evaluation expertise, leadership experience in complex developing-country contexts, and the ability to manage multi-stakeholder engagements across sectors. This is a part-time consultancy anticipated to take place from April 2026 through October 2027.

Requirements

  • Minimum of eight (8) years of experience leading mixed-method project evaluations in developing countries.
  • Demonstrated experience leading at least two (2) evaluations of policy and institutional reform or systems-strengthening programs using performance evaluation methodologies (e.g., pre-post analysis, ex-post thematic analysis).
  • Proven experience coordinating with developing country governments, ministries, utilities, and/or local NGOs in the design and implementation of evaluations.
  • Master’s degree or higher in international development, program evaluation, economics, sociology, or a related field.
  • Professional proficiency in English and French

  • Experience assessing ICT governance in developing countries.
  • Experience applying Problem-Driven Iterative Adaptation (PDIA) or similar adaptive, learning-oriented methodologies.

Responsibilities

  • Provide overall technical and managerial leadership for the evaluation, ensuring delivery of high-quality outputs in accordance with the Statement of Work and performance evaluation methodologies.
  • Lead the design and implementation of mixed-method evaluations, including development of evaluation frameworks, data collection tools, and analytical approaches.
  • Coordinate closely with developing country governments, relevant ministries, utilities, and local NGOs to support effective evaluation planning, access to data, and stakeholder engagement.
  • Oversee and contribute to qualitative and quantitative data analysis, ensuring rigor, credibility, and learning-oriented findings.
  • Ensure integration of policy and institutional reform and systems-strengthening perspectives into evaluation design and analysis.
  • Manage the evaluation team, including task planning, internal coordination, and quality control of deliverables.
  • Serve as the primary point of contact with the client and represent the evaluation team in meetings, briefings, and presentations.
  • Ensure evaluations are implemented in a culturally appropriate, ethical, and context-sensitive manner.
