About The Position

This position serves as a Team Leader within the Healthcare Planning and Certificate of Need Section. The position oversees the review process for certificate of need (CON) applications. The role supervises a team of CON project analysts, ensuring that decisions and findings conform with applicable laws and rules. Key responsibilities include reviewing analysts' work for procedural and legal accuracy, defending agency decisions by participating as an agency witness in contested cases. The position also manages personnel functions including recruitment, conducting performance evaluations, training new CON project analysts, and addressing performance matters. The Team Leader advises leadership regarding required clarifications and regulatory changes and supports the Assistant Chief and Chief with long-range planning, budget-related initiatives and special projects.

Requirements

  • Master's degree in public health, human services administration, health care administration, business administration, or a human services programmatic field from an appropriately accredited institution, and five years of experience with human services programs, three of which must have been in program planning and/or evaluation; or Bachelor’s degree from an appropriately accredited institution and seven years of progressive administrative or consultative experience in a human services program, three of which must have been in program planning and/or evaluation; or an equivalent combination of education and experience.

  • Health Care Delivery Systems- Demonstrated knowledge of hospital, ambulatory, long-term care and other health service delivery models.
  • Certificate of Need (CON) Law- Knowledge of applicable certificate of need statutes, rules and administrative processes.
  • Analytical Ability-Demonstrated ability to critically analyze complex applications, financial documents, legal materials and identify statutory and regulatory criteria to reach defensible conclusions. Demonstrated ability to review and edit complex written findings for accuracy, completeness and compliance with statutes and rules. Ability to identify discrepancies or omissions to ensure work products withstand legal and administrative scrutiny.
  • Oral and Written Communication- Ability to prepare clear, well organized and legally sufficient written findings and decision documents suitable for administrative and judicial review. Ability to clearly articulate positions, respond to inquiries and provide accurate testimony in depositions and administrative hearings.
  • Supervisory and Leadership Ability- Ability to supervise and develop professional staff, including assigning and prioritizing work, reviewing and ensuring quality and timeliness of work products, providing ongoing training and constructive feedback, conducting performance evaluations and addressing performance issues and fostering a collaborative and accountable team environment.
