About The Position

The Strategic Compensation Administrator Coach provides expert guidance to school districts on the use of Teacher Incentive Allotment (TIA) funds, helping them develop spending and compensation plans that support teacher recruitment, retention, and high-needs campuses. This role ensures alignment with TEA requirements and timelines, and supports districts in transitioning to performance-based compensation systems, including the Enhanced TIA designation under House Bill 2. The Coach collaborates with district financial and leadership teams to promote strategic, sustainable compensation models and supports the goals of the TIA Regional Support Grant by building district and ESC capacity to implement these systems effectively.

Requirements

  • Bachelor’s Degree in Business, Accounting, Finance, or related field (required)
  • Familiarity with TEA timelines for allotment notification, spending deadlines, and annual program submission requirements
  • Ability to guide districts in developing spending plans that support teacher retention, recruitment, and strategic placement
  • Knowledge of funding distribution models and compensation planning strategies such as stipends and salary-based plans
  • Understanding of statutory spending requirements for TIA funds
  • Familiarity and proficiency in strategic compensation design and implementation
  • Deep knowledge of Texas public school finance, including FSP, TIA allotments, and HB 2 enhancements
  • Ability to coach district teams on performance-based salary schedules
  • Familiarity with TEA guidelines, TIA data validation, and designation system requirements
  • Strong analytical and financial modeling skills
  • Proficiency in Microsoft Excel and project management tools
  • Knowledge of annual Texas school district accounting, auditing, budgeting cycles and planning processes
  • Minimum of three years in a school district business office or central administration (required)
  • Experience in school finance leadership (required)

  • CPA or CMA (preferred)
  • TASBO or RSTBO certification (preferred)
  • Experience with strategic compensation, human capital systems, or TIA implementation (preferred)
  • Knowledge of finance, human capital systems, TIA, and data analysis (preferred)

Responsibilities

  • Ensure districts understand and comply with TEA deadlines for spending allotment funds and submitting Annual Program Submissions
  • Provide technical assistance on methods of compensation including stipends, salary raises, and combination plans
  • Assist districts in planning for contingencies such as teacher movement, resignations and retirement in relation to TIA compensation
  • Support districts in developing and formalizing teacher spending plans that align with district goals and TEA guidelines
  • Advise districts on statutory spending requirements for TIA funds
  • Serve as the primary ESC contact to TEA for Enhanced TIA
  • Support the ESC TIA Team in compiling and gathering data from the Local Education Agencies (LEA) to support the implementation of the Teacher Incentive Allotment at local and state levels
  • Guide districts in designing and implementing strategic compensation systems aligned with HB 2 and Enhanced TIA requirements
  • Collaborate with CFOs and business offices to ensure financial sustainability and accurate budgeting for performance-based compensation
  • Support districts in applying for the Enhanced TIA designation, including documentation, system design, and TEA submission
  • Provide technical assistance on aligning compensation plans with educator effectiveness metrics (e.g., T-TESS, student growth)
  • Assist districts in transitioning from seniority-based pay to performance-based salary schedules
  • Lead professional development sessions on strategic compensation, HB 2 updates, and TIA implementation
  • Support districts in completing their TIA application in regard to spending and distribution of allotment funds
  • Maintain documentation and reporting for grant compliance and program evaluation
  • Participate in TEA-led scoring and review processes for district applications
  • Performs other duties as assigned.
