About The Position

Leidos Digital Modernization Sector is looking for a Senior TDP Proposal Manager to work on the Army Global Unified Network (AGUN) – Increment 1 (INC1) program. The Global Enterprise Network Modernization – OCONUS (GENM-O) is a critical mission provider responsible for keeping the Army connected through global network modernization projects. The Army Global Unified Network (AGUN) - Increment 1 (INC1) will unify the next generation of Army transport to comply with the Joint Regional Security Stack (JRSS) divestiture mandate. A phased systematic approach is required to provide individual sites with standardized, updated technology systems to ensure the Army’s Information Technology (IT) infrastructure is equipped to provide soldiers with cutting-edge technology to ensure applications, data, and enterprise services are accessible, trusted, and interoperable across the globe. The ideal candidate possesses and applies comprehensive knowledge across key tasks and high impact assignments. Plans and leads major technology assignments. Evaluates performance results and recommends major changes affecting short-term project growth and success. Functions as a technical expert across multiple project assignments.

Requirements

  • Bachelor’s degree and 12+ years of related experience or a Masters and 10+ years of related experience. A combination of education and experience will be considered in lieu of a degree.
  • Demonstrated experience working within the Agile framework.
  • Familiarity with methodologies such as Agile, Waterfall, Scrum, and Kanban.
  • Excellent written and verbal communications skills.
  • Understanding of proposal development process.
  • Strong project management skills such as managing timeline, resources, and deliverables.
  • Work effectively with subject matter experts, writers, and other team members as necessary to gather information and develop proposals.
  • Effective attention to detail and organizational skills.
  • Excellent strategic thinking and problem-solving skills.

Nice To Haves

  • Prior experience working within Army’s IT infrastructure.
  • Understanding of IT infrastructure and architecture in various IT areas such as servers, networks, cloud computing, cybersecurity, and data management.
  • Understanding of solution architecture frameworks (e.g., TOGAF, Zachman).
  • US Citizen with a Secret security clearance.

Responsibilities

  • Plans, initiates, and manages the most complex Technical Direction Letter (TDL) projects.
  • Leads development of technical design plan (TDP) packages, working with PMO staff, Task Leads, and Government stakeholders to gather necessary requirements to propose detailed approaches, schedules, and budgets.
  • Will lead a small team of direct reports.
  • Serves as liaison between business and technical aspects of projects and ensures that TO-level processes, best practices, and lessons learned are applied at TDL project level as appropriate.
  • Monitors progress to ensure that deadlines, standards, and cost targets are met for assigned TDL projects.
  • Coordinates with AGUN PM and other PMO staff on staffing, contractual, quality, financial, and administrative needs for assigned TDLs.
  • Leverages and participates in Leidos’ EngineeringEdge NextGen (EENG) process for program execution, Information Technology (IT) service management and delivery, and product realization.
  • Updates the SeeIT TO Management Portal with all relevant TDL project information, and communicates TDL project status, risk, issues, dependencies, and actions to relevant program staff and appropriate AGUN Government stakeholders.
  • Enhance efficiency by identifying and implementing process improvements to TDP development.
