The Investment Program Manager is a core member of MassDevelopment’s Transformative Development Initiative (TDI), supporting equitable redevelopment in Gateway Cities. This role provides strategic and operational leadership across the TDI investment portfolio, with a focus on managing the TDI Equity Program, deploying the investment toolkit, and supporting community partners, small businesses, developers, and local organizations in advancing projects. The Investment Program Manager oversees program operations, grant and project management, and district-level coordination, ensuring alignment between program goals, local priorities, and equitable investment strategies, while fostering learning and collaboration across the TDI network and alumni communities.

Requirements

  • Bachelor’s degree in architecture, planning, economics, community development, political science, policy, real estate, or a related field, or equivalent professional experience.
  • Experience in place-based community economic development or a related program management role in the public or private sector; preferred three years.
  • Demonstrated ability to manage complex projects, including creative problem solving, data analysis, budgeting, logistics, and multi-tasking across varied deadlines and scales.
  • Self-starting, entrepreneurial mindset with the ability to thrive in fast-changing, ambiguous environments.
  • Strong verbal, written, and visual communication skills, with experience producing materials and organizational systems that support efficient program management.
  • Experience with grants management, budget oversight, and public sector procurement; preferred knowledge of technical assistance and small business capacity building.
  • Knowledge of industry clusters (e.g., fashion/textiles, food and beverage, travel and tourism, commercial real estate) and strategies for fostering growth.
  • Experience using data and analytics to track program metrics, outcomes, and impact.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint), including advanced functions.

Nice To Haves

  • Graduate-level coursework or professional development in economic development or a related field is a plus.
  • Proficiency in a second language spoken in Massachusetts Gateway Cities is a plus.

Responsibilities

  • Manage core TDI investments, including grant programs and in-district investments, overseeing application cycles, reviews, awards, contracts, and disbursements.
  • Monitor and track grant and investment use to ensure alignment with program goals, providing mentorship and technical support to community partners and Fellows.
  • Coordinate across TDI programs and with consultants to maintain alignment, accountability, and timely execution of projects and deliverables.
  • Support TDI Equity projects, including community-facing real estate, minority business development, and equitable investment strategies.
  • Assist in the organization and analysis of investment data to produce case studies, visuals, and storytelling materials to share lessons and successes across the TDI network.
  • Maintain operational integrity of TDI investments, tracking project outcomes, expenditures, and progress while supporting implementation and data-driven decision-making.
  • Collaborate on outward-facing communications, including social media, storytelling, and knowledge-sharing to increase learning across the TDI network.
  • Identify and connect additional resources to strengthen district innovation, entrepreneurship, and community-led development.
  • Cultivate relationships with TDI alumni and stakeholders, coordinating events, workshops, and peer-learning programs to promote collaboration and knowledge exchange.
  • Facilitate connections across the investment portfolio to foster business and community clusters, catalyzing innovation and growth.
