About The Position

Parsons’ finance organization is seeking a dynamic leader to join our team as the Technical Collections and Countermeasures (TC2) Program Directorate Project Controls Lead, responsible for supporting the HCM Sector. This position requires an initiative-taking, team-oriented leader who can thrive in a growing, fast-paced organization, who has product-manufacturing finance experience. The Directorate Project Controls Lead is responsible for developing, managing, and executing all phases of project controls, including planning, scheduling, and cost analysis. This role currently leads a finance organization of five analysts and oversees a portfolio that includes one offline product manufacturing entity. With anticipated growth in commercial products, the team is expected to expand. The Lead will evaluate future workload and develop resource plans to support organizational needs. This position requires broad, diversified knowledge of project controls and leverages extensive experience across a range of projects and clients. The ~$170M portfolio spans a diverse clientele of U.S. Federal Government agencies, and various contract types including firmed-fixed price, cost plus fixed fee, T&M, and commercial products. It is also supporting a recently integrated company. This position includes providing financial support, guidance, and expertise to the various stakeholders across the business. Requirements

  • US Citizen
  • Bachelor’s degree, preferably in Finance, Accounting or Business Administration
  • A minimum 10 years of experience in a financial capacity, preferably in the U.S. Federal Government contractor space.
  • Emphasizes collaboration, openness, cooperation, and support to team members.
  • Strong communication skills, able to build trust with the Sector executive leadership team, directorates and program managers as well as corporate leadership.
  • Verifiable track record of leading, mentoring and developing a seasoned finance team.
  • Demonstrated ability to perform effectively in a fast-paced environment, recognizing the importance of relationship building and professionalism in interacting with senior management and staff.
  • Demonstrate strong federal finance and accounting experience, including FAR, CAS, and certified cost or pricing data.
  • Highly proficient with Costpoint, Excel and other MS Office business software.

Responsibilities

  • Demonstrate proficiency in all aspects of project financial control and cost analysis
  • Utilize historical and forecasted financial data to help drive decision-making and action planning for Directorate leadership.
  • Advise project management regarding difficult and complex project financial matters.
  • Support cash flow management for the Directorate, including review of billed and unbilled receivables to ensure accurate cash flow forecasting and achievement of cash flow goals.
  • Lead Directorate month end close activities including reviews of bookings, revenue, accruals and adjustments in accordance with established Parsons’s policies and requirements.
  • Ensure rolling forecasts and operating plans accurately reflect the business’ operational assumptions and complete forecast risk and opportunity assessments that reduce the level of variability from actual results.
  • Actively participate in TC2 Directorate growth efforts, including critically analyzing key bid financial metrics such as profitability and cash flow, and recommending courses of action for improving such metrics.
  • Demonstrate superior people engagement and management skills, including fostering a culture of high trust, transparent communications and development opportunities, and proactively engage in creating a workforce of diverse thinking, while actively demonstrating the pursuit of diversity, equity, and inclusion in our workforce.
  • Manage and develop a team of Project Control Analysts who provide financial guidance, direction, and recommendations to project execution teams.
  • Coordinate staffing requirements, evaluate future workload and develop resource plans to support organizational needs and train personnel.
  • Support special projects such as: Internal and external audits, including project and system internal audits, Sarbanes-Oxley compliance audits, DCAA audits, and annual financial statement audits. Acquisition integration efforts. Recurring and ad hoc financial and statistical reports to support financial management within the business.
