About The Position

An employee in this class is responsible for supervising Unemployment Insurance (UI) account assessment, account management and/or collections enforcement work activities on a statewide basis. Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here. Evaluates operations and performance of professional staff involved in the UI Tax Program or similar tax programs in areas such as status and charge determinations, assessment activities, recording and reporting payment transactions, delinquent account status, repayment agreements, compromise of claims, identifying and/or initiating judgement activities to ensures compliance with applicable State and Federal laws and regulations. Supervises two or more merit full time positions. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion. Ensures compliance with applicable laws, rules, regulations, standards, policies and procedures. Makes recommendations such as new or revised UI processes and procedures that facilitate effectiveness and compliance. Participates in the development or modification of UI program systems. Provides technical UI assistance to Deputy Attorney General in litigation matters. Prepares statistical, financial and/or narrative reports. Uses automated information systems and computer software to research, review, evaluate, and report on financial data; and may perform quality reviews of data in systems. Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races. Performs other related duties as required.

Requirements

  • Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  • One year of experience in auditing, examining, preparing, analyzing or reconciling financial accounts and ensuring compliance with applicable laws, rules, regulations, standards, policies and procedures.
  • One year of experience in preparing financial summaries and reports that clearly and accurately document findings, supporting facts and recommendations.
  • Six months experience in analyzing tax discrepancies or related problems, developing alternatives, recommending and advising on solutions.
  • Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.
  • Applicants must be legally authorized to work in the United States.
  • The State of Delaware Executive Branch participates in the Federal E-Verify system where the State will provide the federal government with each new hires Form I-9 information to confirm that you are authorized to work in the U.S.
  • A satisfactory criminal background check is required as a condition of hire.
  • All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment.
