About The Position

SUMMARY: Supervises all property tax collection staff. Responsible for performing tax research to identify, analyze and resolve problems. Performs highly critical functions associated with collection activities throughout the year as described below. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Supervisors all property tax collection, special inventory tax collection, and mail room operations. Reviews problem accounts, research files and analyzes research data. Contacts delinquent taxpayers by mail and/or telephone to collect delinquent taxes and/or answer questions regarding problem accounts or general requests for information. Develops and tests various collection procedures. Trains personnel in collections. Research and initiate proper steps to resolve problems which may require additional written or oral contact with taxpayers. Assists with special projects. Processes upper-level transactions, including but not limited to, bankruptcies, agriculture rollbacks, tax sales, and mobile home releases. Travel for educational purposes. EDUCATION and/or EXPERIENCE: Bachelors Degree or equivalent with course work in supervision and management or business administration and two years of experience in tax collection or a related field; or Associates degree (A. A.) or equivalent from two-year college with course work in supervision and management or business administration and four years of experience in tax collection or a related field; or six years of experience in tax collection or a related field. LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. MATHEMATICAL SKILLS: Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to calculate tax rates, levy, and exemptions REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. CERTIFICATES, LICENSES, REGISTRATIONS: Must be Professional County Collector or must obtain certification within four years of employment. Texas Motor Vehicle Operator's License. OTHER SKILLS AND ABILITIES: Knowledge of or ability to learn property tax laws, codes and procedures and Texas assessing procedures. Ability to work independently to conduct systematic research to resolve problems. Ability to deal effectively with the public. Ability to establish and maintain effective working relationships with other county employees and officials, with taxpayers, and with the general public. Ability to communicate effectively orally and in writing. Ability to lead others and supervise. Well-developed analytical skills and proficiency at data entry and inquiry on a computer using standard programs.
