About The Position

The Tax Administrator for Alamance County is responsible for overseeing the listing, appraisal, and assessment of all real and personal property within the county. This role combines the responsibilities of both the County Tax Assessor and County Tax Collector, ensuring the fair administration of the local ad valorem tax program. The position involves managing tax billing and collection, handling appeals, and developing policies and procedures to comply with legal requirements. The Tax Administrator reports to the County Manager and is evaluated through periodic reviews and audits.

Requirements

  • Graduation from a four-year college or university specializing in Business Administration, Real Estate, Accounting, or a related field.
  • Five to seven years of experience in management and tax administration.
  • Advanced computer skills and experience with Microsoft Office.
  • Certification as a County Assessor by the NC Department of Revenue or eligibility for certification.
  • Possession of a valid NC driver's license.

  • Experience with Geographic Information Systems (GIS).
  • Strong writing skills.
  • Ability to analyze statistical data and keep accurate records.

Responsibilities

  • Plan, direct, and coordinate the listing, appraisal, and assessment of real and personal property.
  • Prepare and bill taxes due, and collect taxes and other revenues as permitted by law.
  • Represent the County to other counties, local businesses, community organizations, and the public.
  • Make public presentations to explain complex taxation issues clearly.
  • Research and develop new technologies and procedures to improve departmental efficiencies.
  • Review petitions for tax release and/or refund before presentation to the governing board.
  • Develop plans and procedures for timely reappraisal of real property as per legal requirements.
  • Create Uniform Schedules of Values, Standards, and Rules for property reappraisal.
  • Implement policies for timely review of properties excluded or exempted from taxation.
  • Assign duties to staff for the Board of Equalization and Review and defend appraisals as necessary.
  • Monitor and interpret rules related to ad valorem taxation.
  • Prepare and coordinate the Annual Tax Collections Settlement for the County and municipalities.
  • Pursue delinquent taxes through legal remedies.
  • Develop and administer the annual budget for the Tax Administration service area.
  • Evaluate and procure software and hardware for property appraisal and tax collection.
  • Develop policies for the registered motor vehicles program.
  • Recruit, hire, and train subordinate personnel, and evaluate their performance.
