Noblis pursues new opportunities and contracts in order to ensure that teammates have opportunities for growth and development, and to identify places where we can bring Noblis' strengths to the Federal Government services. To this end, we are pursuing new opportunities in the Department of Homeland Security Customs and Border Protection (CBP) Office of Acquisition (OA). We are seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of CBP OA and to aid Noblis in building and establishing a new team and presence at this organization. Customs and Border Protection (CBP) is charged with managing, securing, and controlling the nation's borders while facilitating lawful international travel and trade. The Office of Acquisition (OA) within CBP's Enterprise Services (ES) supports CBP's mission to efficiently and effectively manage the Nation's borders by facilitating the acquisition of a mix of services, infrastructure and technology solutions. This position is Task Order Manager - responsible for leading the team to achieve the requirements articulated in the SOW. In this capacity, you will provide required team leadership and guidance, overall program management vision, and consult with senior leadership, as needed, in support of the day-to-day operations.

  • Serve as the Task Order Manager.
  • Provide leadership and guidance to colleagues to include coaching, review of and feedback on deliverables, monitoring completion of assigned activities, and assisting in balancing workloads in consultation with CBP program managers and leadership.
  • Manages the TO, serving as the single point of contact for all contractor employees, including subcontractor team members.
  • Works with client leadership to ensure proper alignment and assignment of staffing roles and responsibilities.
  • Provides vision, program strategy, and execution support.
  • Responsible for ensuring deliverables are met in a timely manner, resolving all task order performance issues, and readily engaging CBP leadership and COR whenever necessary.
  • Overall management of contractor personnel and their time.
  • Applies functional expertise in strategy program management, and stakeholder engagement in a variety of complex situations.
  • Oversees staffing and hiring, building and sustaining profit margins while ensuring excellent delivery.
  • Responsible for supporting contractual compliance for the task order.
  • Responsible for any subcontractor coordination.
  • Candidate sourcing, identification, and interviewing.
  • Promoting and enabling professional development and goal achievement through mentoring and coaching.
  • Maintaining Noblis' financial hygiene, including monitoring, reviewing, and approving timecards and expense reports, to ensure timely and accurate accounting.
  • Supporting business development through business intelligence gathering, proposal writing efforts, and color team reviews.
  • Providing exemplary client support and division level leadership as a role model for staff.
  • Providing annual appraisal input and evaluation to reflect regular engagements throughout the year.
  • Providing high level visionary advice to program/project manager or senior leadership to influence objectives of complex efforts.
  • 10 years of acquisition program management experience
  • PMP 'and/or' DAWIA/DHS Program Manager Level III
  • Demonstrated experience leading teams in the execution of projects and assignments.
  • Eligibility to receive DHS Suitability
  • Possession of a Secret Clearance
  • Active DHS Suitability and a Secret or Top Secret Clearance are preferred.
  • Demonstrated experience leading task orders, ensuring all deliverable requirements are met, and developing client rapport
  • Experience building relationships with new clients.
  • Experience in business development, identifying opportunities for contract growth and delivery improvement
  • Demonstrated experience distilling complex technical topics, requirements, and concepts into plain language for diverse sets of stakeholders to include strong technical writing skills.
  • Demonstrated experience conducting in-depth research in support of studies and analyses.
  • Demonstrated experience applying systems engineering principles and concepts to acquisition programs.
  • Excellent communication, collaboration, and presentation skills.
  • Proven results-oriented problem-solving abilities.
  • Experience with presentation graphics and/or spreadsheet tools.
  • Demonstrated experience providing guidance, feedback, and consulting services to federal program managers and leadership.
  • Demonstrated experience providing feedback and guidance to team members related to execution of deliverables and other assigned tasks.
  • Demonstrated experience developing budgets and prioritizing resources.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
  • Demonstrated experience providing program and/or project management support on acquisition programs.
  • Demonstrated experience facilitating resolution of customer requirements, including helping to identify and document capability gaps, formulate and develop solutions, and participate in and contribute to strategic discussions.
