The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system. The Capital Budget and Contracts (CBC) division provides support to the Bureau in the areas of procurement management, change order processing, CP processing, contract close outs, capital budget management and payment review. BEDC seeks to hire an Administrative Project Manager (NM) to serve as the Task Order Contract (TOC) Manager for the CBC Division, located at our headquarters in Queens, NY. The Bureau processes an average of 1,500 contractor and consultant payments annually. BEDC currently manages 180 active projects that support DEP’s core operations, revenue protection, regulatory compliance, health & safety, and critical infrastructure. To maintain compliance with the NY City Charter and PPB Rules, and to avoid paying interest on payments, there are strict thirty- and sixty-day timelines in which invoices must be processed. Under direction of the Chief of Contract Administration, The Task Order Contract Manager (TOC Manager) will be responsible for the administration, coordination, and oversight of multiple task order contracts supporting the Capital Program. The selected candidate will ensure all task orders are properly scoped, procured, executed, and closed out in accordance with contract requirements, schedule, and budget. The TOC Manager will serve as the primary liaison between internal program teams, contractors, consultants, and procurement staff to ensure efficient contract performance and compliance.
