About The Position

The Talent Development Program Manager is responsible for designing, implementing, and managing strategic learning and talent development programs that build skills, drive engagement, and support career growth across the organization. This role partners closely with leadership to align programs with organizational priorities, integrates performance management and succession planning into the talent strategy, and ensures initiatives are evaluated for impact and continuous improvement.

Requirements

  • Bachelor's degree in education, organizational development, HR, psychology or business administration, or equivalent combination of education and experience.
  • 3 - 5 years' experience developing and conducting training.
  • Demonstrated experience translating company goals and employee needs into effective training.

Responsibilities

  • Leads the design and implementation of enterprise-wide talent programs, including onboarding, leadership development, performance management, talent reviews, employee surveys, and succession planning.
  • Conducts needs assessments using surveys, interviews, focus groups, and data analysis to identify skill gaps and learning needs.
  • Develops targeted learning solutions and career development pathways based on job competencies and organizational goals.
  • Collaborates with subject matter experts (SMEs) to ensure training content is accurate, relevant, and engaging.
  • Develops high-quality learning materials, such as manuals, guides, job aids, checklists, multimedia resources, microlearning, and SCORM compliant eLearning courses.
  • Ensures all talent development initiatives support organizational culture, values, and strategic priorities.
  • Creates regular opportunities for social connections through employee group activities and events designed at increasing employee engagement and satisfaction at Corporate and satellite offices.
  • Facilitates engaging training sessions, workshops, and webinars for employees at all levels, using diverse instructional methods.
  • Oversees the delivery of onboarding and new leader integration programs to promote alignment with company culture.
  • Incorporates interactive techniques such as role-play, simulations, group discussions, and case studies to enhance learning.
  • Leverages in-person, virtual, and on-demand learning platforms to ensure accessibility and scalability.
  • Manages the performance management process, ensuring completion of annual and mid-year performance reviews across all departments.
  • Ensures accurate documentation and reporting of performance and succession data in the performance management system.
  • Partners with leadership to identify critical roles, develop succession plans, and align development activities with future talent needs.
  • Measures the effectiveness of talent development programs through participant feedback, assessments, and business performance metrics.
  • Establishes and tracks key performance indicators (KPIs) and return on investment (ROI) for all programs.
  • Analyzes employee data and partners with leaders to develop action plans that improve engagement, retention, and performance.
  • Continuously refines programs based on evaluation results, emerging trends, and best practices in talent development.
  • Works closely with HR, department heads, and senior leaders to align talent development efforts with organizational objectives.
  • Serves as a trusted advisor to leaders, providing consultative support on learning and talent initiatives.
  • Coordinates with internal and external partners, including vendors, to deliver specialized programs and solutions.
  • Negotiates and manages contracts with external training providers.
  • Manages the Learning Management System (LMS) and Performance Management System to track and report participation, completion, and performance data.
  • Maintains and updates online resources, including intranet learning pages and knowledge bases.
  • Identifies and implements technology solutions to enhance program delivery and learner engagement.
