Why this role matters: As our Talent Management Consultant, you'll be the go-to advisor for recruitment and selection across WSSU supporting EHRA non-faculty, SHRA, student, and non-student temporary hiring. You'll shape the way we attract, assess, and onboard talent, championing best practices and compliance while elevating the candidate and hiring-manager experience. What you'll do: Lead end-to-end recruiting for EHRA non-faculty, SHRA, student, and temporary roles-posting to offer, with a high-touch, high-quality approach. Consult & train hiring managers on recruitment policies, procedures, and best practices; deliver engaging workshops and just-in-time coaching. Be the employment consultant of record for requisition approvals, screening, selection documentation, and compliance across federal, state, UNC System, and university policies. Build diverse, high-quality pipelines using creative outreach, community partnerships, campus networks, and targeted sourcing strategies. Streamline and improve hiring processes and workflows-partnering with HR colleagues to remove friction and boost operational efficiency. Collaborate across HR (Classification & Compensation, Employee Relations, Benefits, etc.) to ensure every hire aligns with WSSU's vision, mission, and strategic goals. Advocate for the Talent Management unit and campus-bringing support, vision, and a service mindset to every interaction.   • Strategic partnership: Advise leaders on workforce plans (1-3 year horizon), staffing forecasts, team design, and recruitment strategies aligned to WSSU's mission and strategic plan.
  • Workforce planning & succession: Facilitate annual talent reviews; identify critical roles, competencies, and bench strength; create talent pools/pipelines and succession slates; recommend development pathways for hard-to-fill roles.
  • Critical skills & gap analysis: Build/maintain a skills inventory; analyze internal supply vs. external market demand; identify gaps; recommend upskilling/reskilling or targeted recruiting strategies.
  • Classification & compensation guidance: Apply SHRA career-banding profiles and EPS classifications (SAAO, IRIT); advise on hiring ranges using OSHR/UNC ranges and internal equity; negotiate offers within policy.
  • Recruitment consulting: Create job postings/ads; advise on selection criteria; review interview questions (behavioral/competency-based), work samples, scoring rubrics, and selection documentation for compliance and job relatedness. Applies an in-depth knowledge of SHRA career banding competency profiles and EPS classifications (SAAO and IRIT) when consulting hiring managers. Explains SHRA career-banded classifications and associated pay bands/pay factors. Conveys information on EHRA classifications and salary ranges. Understand temporary employment policies to suggest alternate options in difficult recruitment situations. Reviews interview questions and assist managers in developing behavioral and competency-based questions when necessary. Provides advice on how to develop appropriate work samples and addresses questions and concerns about completing hiring proposals and the submission of selection documentation. Negotiates starting salaries, using state-defined salary ranges, ongoing compensation guidance, and review of internal equity.
  • Policy & compliance advising: Interpret HR policies and when exceptions may be allowable; explain sensitive compensation/equity matters with discretion; ensure adherence to EEO/AA, ADA, FCRA, and OSHR/UNC requirements.
  • Background checks: Oversee criminal background checks; collaborate with the EEO Officer and Employee Relations on cases with convictions to determine eligibility.
  • Candidate & employee counsel: Provide confidential career guidance to internal candidates; advise departments on addressing staffing shortages with targeted recruitment programs.
  • Client communications: Provide clear guidance to supervisors, applicants, and employees on the recruitment/selection process, paperwork, timelines, and advertising quotes.
  • Training & Education: Develop and deliver live/virtual training on interviewing, selection, equitable hiring, and PeopleAdmin usage; prepare accurate, engaging presentation materials.
  • Formal correspondence: Draft salary exception justifications to the UNC System Office and/or OSHR when required in the Comp Database.
  • Employer brand & outreach: Promote WSSU's value proposition consistently in all communications; build trusting partnerships that contribute to employee engagement and an inclusive community.
  • Orientation presence: Manage and Lead New Employee Orientation (NEO) sessions to support a high-touch onboarding experience.
  • Full-cycle recruiting: Manage vacancies in PeopleAdmin (postings, screening, referrals); coordinate external advertising, resume database queries, social media campaigns; represent WSSU at job fairs and community events.
  • ATS/system administration: Serve as PeopleAdmin system administrator; provide access, training, and troubleshooting; complete PeopleAdmin certification; run E-Verify queries and reports; interface with Banner.
  • Selection & offer execution: Verify minimum/preferred qualifications; review selection files (EEO/AA compliance, references, interview materials); initiate background checks; prepare compliant salary recommendations and extend offers; ensure complete hiring proposals/workflows.
  • Onboarding coordination: Develops, coordinates, and implements comprehensive onboarding processes to ensure new employees successfully integrate into the university community. Provides guidance and resources to new hires to promote understanding of institutional policies, culture, and performance expectations. Collaborates with hiring managers and departments to ensure timely completion of all onboarding activities, including new hire orientation. Monitors onboarding effectiveness and recommends process improvements to enhance employee engagement, retention, and productivity.
  • Quality & audit cadence: Conduct weekly audits to ensure selected candidates are fully processed in PeopleAdmin and Banner; present bi-weekly findings/trends to the Manager, Talent Management; flag unusual trends (e.g., high turnover, declined offers).
  • Data & reporting: Maintain dashboards/reports across PeopleAdmin, Banner, and related systems (time-to-post, time-to-fill, source of hire, offer acceptance, 90-day retention, internal equity checks, pipeline diversity).
  • Process improvement & content: Identify, scope, and lead projects that improve manager/applicant experience; manage Talent Management website/communication content and channels.
  • Support HR initiatives, committees, and special projects that advance WSSU's strategic priorities (e.g., climate and engagement efforts, policy updates, technology rollouts).

  • 2 or more years of progressive recruiting/talent consulting experience
  • OR an equivalent combination of education/experience.
  • Master's degree
  • PHR/SPHR or SHRM-CP/SHRM-SCP
  • PeopleAdmin certification
  • Higher-education or public-sector HR experience
  • Experience with workforce planning, succession planning, and skills/gap analytics.
  • Expert knowledge of PeopleAdmin (ATS) and working knowledge of Banner, I-9/E-Verify, and MS/Google productivity tools.
