About The Position

Under the general direction of the Supervisor, Planning the T&D Construction Associate Planner is proficient in the proper layout and design of pole lines within public ways and on private properties, including new extensions, relocations, rebuilds, voltage changes, road construction projects, 34.5kv, 44kv, 46kv, and 69kv transmission projects, distribution construction, and private lines.  The T&D construction associate planner is responsible for preparing, overseeing, and coordinating complex designs for capital projects including rebuilds, new installations, reconductoring, material and infrastructure replacements, designing residential and commercial electric installations.

Requirements

  • Associate’s degree with 1 year of utility planning and/or engineering OR 3 years of utility planning or engineering experience required. A combination of equivalent education and experience may be considered.
  • Experience in construction standards, regulatory codes, cost estimates and various contractual obligations with other utilities required.
  • Experience with PC based software including spreadsheets, databases, computer aided drafting, and engineering applications.
  • Ability to manage multiple complex projects concurrently.
  • Valid Maine Driver’s License required.

Nice To Haves

  • Knowledge of surveying, drafting, blueprint reading, and power electronics preferred.
  • Line work experience would be beneficial.
  • Electrical experience would be beneficial.

Responsibilities

  • Design and stake pole line locations in a safe and economic manner considering safety codes, company policy, company standards, state and municipal requirements, and the requirements of contract agreements with other utilities.
  • Coordinate with all internal and external stakeholders, the design and construction of overhead and underground power lines.
  • Coordinate design activities for all infrastructure replacement programs, including, among others, reclosers, capacitors, deteriorated structures, cable replacement, switch replacement, mobile substations, other assigned projects.
  • Design and coordinate the relocation of electrical facilities within the parameters of MDOT & Municipal road construction projects with all parties concerned.
  • Gather field data and apply for pole permit applications, easement document preparation, FAA permitting, railroad authorizations and other necessary permits.
  • Prepare detailed construction plans and cost estimates.
  • Perform assignments in a timely manner to meet internal and external deadlines.
  • Develop and maintain a full understanding of Transmission and Distribution construction practices and guidelines.
  • Understand and be able to interpret the National Electric Safety Code (NESC), Versant Power construction standards, and the National Electric Code (NEC).
  • Ability to think critically and work collaboratively to find solutions to complex design issues.
  • Understand the government requirements (MDOT, FAA) pertaining to utility locations.
  • Ability to develop and maintain an understanding of contract agreements and construction requirements with third party attachment companies, telephone companies, internet providers, and cable television companies.
  • Inspect residential and commercial electric services to ensure that they are safe and meet all company, local, state, and NEC codes.
  • Understand and stay current with distributed generation standards, rules, and practices held by Versant Power. Obtain knowledge around Maine public utility Commission rules related to distributed generation facilities, specifically chapter 324 of the MPUC for interconnection procedures.
  • Works in accordance with the documented environmental procedures, instruction, and specific responsibilities. Reports problems or deviations associated with environmental issues and the Environmental management System (EMS) to the Environmental Department.
  • Act as a mentor to other planner classifications providing; assistance, guidance, instruction, and coverage to other team members.
  • Act as a point of contact during storm restoration as a “bird dog”, Emergency systems on sight “ESOS” resource, or damage assessor to document and coordinate storm damage with Line & Trim crews.
  • Participate in Field Data Collection Projects such as Streetlight Inventory, Third Party Attachments, meter locations and General Field Verifications.
  • T&D Associate Planner level is expected to complete daily activities independently and act as a resource for distribution planner designations. Provide accurate and detailed coverage for co-workers who are out of office.
  • Other related duties as assigned.
