Position Summary: The Defense Security Cooperation Agency (DSCA) Program, Analytical, Technical, and Enterprise (PATAE) contract seeks to support program management, monitoring & evaluation, policy and international affairs, strategic communications, and analytics/R&D, ensuring timely, accurate, and policy‑compliant deliverables. Core capabilities include strategic planning and integration, program design and management, performance improvement, data and resource management, quality control/assurance, and subject-matter expertise in security cooperation operations. The anticipated period of performance is five (5) years with an optional 6-month extension of services. The Systems/Project Engineer provides technical leadership and hands‑on engineering support for complex developmental and operational weapon system programs, system elements, and interfacing components. Responsible for systems engineering tasks across the lifecycle-requirements analysis, design, integration, verification/validation, and support to test & evaluation-this role works independently or leads teams to resolve technical issues, apply engineering best practices (including Agile where applicable), and ensure successful transition of capabilities into operations.

Requirements

  • Bachelor's degree in systems engineering, electrical/mechanical/computer engineering, computer science, or related technical discipline. Master's Degree in relevant field.
  • Minimum seven (7) years of experience in systems engineering for complex defense systems, including requirements, integration, and T&E support.
  • Demonstrated experience leading engineering teams or workgroups and providing daily technical supervision.
  • Hands‑on experience with systems engineering tools and methods (modeling & simulation, MBSE, CM, trade studies) and producing engineering artifacts (ICDs, I&T plans, test plans).
  • Familiarity with DoD engineering standards, T&E processes, and lifecycle management; ability to translate requirements into verifiable testable criteria.
  • Strong written and oral communications skills for technical reports and briefings to Government stakeholders.
  • Experience applying Agile methodologies to engineering programs.
  • Eligible for or holding required security clearance as specified in task orders.

Nice To Haves

  • Experience supporting DSCA or security cooperation program requirements and working within Government collaboration platforms
  • Professional certifications such as PMP, or equivalent technical credentials.

Responsibilities

  • Lead and execute systems engineering activities: requirements derivation, functional analysis, architecture development, interface definition, and system integration.
  • Develop technical approaches, engineering work products, system specifications, and integration plans to support task‑order objectives.
  • Support and/or lead test & evaluation planning and execution; develop test plans, coordinate T&E events, analyze results, and produce test reports and recommendations.
  • Provide daily supervision and technical direction to engineering teams or workgroups, assigning tasks, reviewing work, and ensuring quality of deliverables.
  • Apply systems engineering processes and tools (MBSE, configuration management, trade studies, modeling & simulation) to inform design decisions and risk mitigation.
  • Integrate cybersecurity, information assurance, and interoperability requirements into system design and documentation in coordination with Technical Security Specialists.
  • Manage technical interfaces with stakeholders (Government CORs, OEMs, integrators) to resolve engineering issues and coordinate deliverable acceptance.
  • Support agile program execution where applicable: sprint planning, backlog management, iterative development, and continuous integration/verification.
  • Produce technical reports, briefings, system documentation (SSP, ICDs, CONOPS), and maintain records in Government repositories.
