About The Position

Noblis is seeking a Telecom Analyst / Project Lead to review telecommunications solutions and architectures for FAA systems to ensure they meet FAA telecommunications guidelines, perform project management for FAA telecommunications projects to include solution development and Scope definition, cost estimation, scheduling and the tracking of resources and artifacts required for successful implementation of an FAA Telecom service. This will include but not be limited to supporting the review IP configurations and IP supplemental forms for accuracy in IP subnetting, VPN configurations, firewall rules and other networking details prior to submission to the ordering process. This position will also attend meetings with the FTI vendor and the FAA to ensure major network infrastructure projects are progressing on schedule with minimal interruption to FAA operations. They will also work with other parts of the FAA organization; specifically, FAA Operations, FAA Security, FAA field personnel and FAA System Program Offices. Additional responsibilities include athoring Requests for Proposals, Requests for Information, Contractual Clarification Requests, project plans, presentations, and diagrams to support the development and implementation of a telecommunications project to support FAA systems.

Requirements

  • Bachelor’s degree from an accredited college in a related discipline with 9+ years of professional experience.
  • Associates degree and additional 2 years experience would be acceptable. Minimum 11 years total is required.
  • Highschool degree and an additional 6 years experience would be acceptable. Minimum 15 years total is required.
  • Masters Degree from an accredited college in a related discipline with 6 years of professional experience.
  • Ability to obtain and maintain a public trust (US citizen OR green card holder living in the US for at least 3 years)
  • Knowledge of one or more relevant technical subject areas, such as wide-area networking (IP VPNs), last-mile technologies and services, enterprise network operations, network security, managed services, wireless and cloud-based offerings
  • Demonstrated understanding of transmission theories and networking protocols
  • Familiarity with telecommunications lifecycle management policies, processes, and procedures
  • Strong professional, interpersonal, and organizational skills
  • Demonstrated cross-functional team collaboration and project management skills in a rapidly changing, high intensity, mission-oriented work environment

Nice To Haves

  • Familiarity with or experience in the areas of telecommunications employed by telecommunications service providers or equipment manufacturers
  • Familiarity with relevant Federal technology issues, policies, regulations, or practices
  • Experience with FAA operational telecommunications, radio communications and/or enterprise infrastructure services
  • Excellent communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities
  • Facility with presentation graphics and/or spreadsheet tools
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in a dynamic work environment

Responsibilities
