Project Description: DRT is supporting the Office of Medicare Hearings and Appeals (OMHA) on an Analysis of Alternatives (AoA) effort to modernize its Electronic Case Adjudication Processing Environment (ECAPE). The project focuses on assessing current capabilities, identifying gaps, and evaluating solution options to improve efficiency and performance. The team will develop a Business Case Analysis and implementation roadmap aligned with HHS governance and investment processes. This is a high-visibility effort supporting mission-critical operations within HHS. Job Summary: The Systems Engineer (Solution Architect) will support architecture analysis and solution design for a federal system modernization effort. Responsibilities include assessing current-state architecture, identifying technical gaps, evaluating COTS/GOTS and custom solutions, and defining integration approaches. The role requires experience with cloud, data integration, and enterprise architecture within federal environments. The candidate will play a key role in developing a future-state architecture and supporting investment decisions.

Requirements

  • 8+ years of experience in systems engineering, solution architecture, or IT modernization
  • Experience assessing current-state architecture and defining future-state solutions
  • Strong understanding of system integration, data flows, and application architecture
  • Experience evaluating COTS/GOTS and custom solution options
  • Experience supporting federal IT programs (HHS experience preferred)
  • Familiarity with cloud platforms (AWS, Azure, or similar) and modern architecture patterns
  • Experience working on analysis, assessment, or modernization efforts (e.g., AoA, architecture reviews)
  • Ability to translate business requirements into technical solutions
  • Strong communication skills, with experience working directly with stakeholders
  • This position requires the ability to obtain and maintain a U.S. government Public Trust clearance. Due to contract requirements, candidates must be U.S. citizens or lawful permanent residents (green card holders) to be eligible.

Nice To Haves

  • Familiarity with HHS EPLC, CPIC, or federal capital planning processes
  • Experience with case management or workflow-driven systems
  • Knowledge of federal security frameworks (FISMA, NIST)
  • Prior experience supporting AoA or Business Case Analysis efforts
  • Relevant certifications preferred (e.g., AWS/Azure, TOGAF, CISSP, or similar)
  • Demonstrated experience in systems architecture, integration, or IT modernization may be considered in lieu of a degree
  • Familiarity with federal IT frameworks, standards, and best practices (e.g., NIST, FISMA, HHS guidance) -- Very important given the tight schedule.

Responsibilities

  • Assess current-state system architecture, integrations, and technical environment
  • Identify gaps, constraints, and improvement opportunities across applications and infrastructure
  • Define and evaluate solution options (COTS/GOTS/custom) based on feasibility, scalability, and cost
  • Develop high-level future-state architecture and integration approach
  • Analyze data flows, interfaces, and dependencies across systems
  • Provide technical input to support alternatives analysis and decision-making
  • Collaborate with business analysts and stakeholders to translate requirements into technical solutions
  • Identify risks, trade-offs, and impacts of different solution options
  • Support development of implementation roadmap, including sequencing and dependencies
  • Ensure alignment with federal standards, security requirements, and HHS architecture practices
  • Review and contribute to key project deliverables, including the Requirements Traceability Matrix (RTM), Initial Capabilities Document (ICD), Analysis of Alternatives (AoA) Report, Business Case Analysis (BCA), and Implementation Roadmap
