About The Position

Torch Technologies has an exciting opportunity for a Systems Engineer, Senior located in Kettering, OH (Dayton, WPAFB) to support our EPASS GB contract. As part of the AFLCMC/GB Business and Enterprise Systems Directorate, the Requirements Management System (RMS) computes procurement and repair requirements for spares and major equipment items in support of AF weapon systems such as F-35, F22, F-15, F-16, A-10, C-130, C-17, C-5, etc. The results of the computations provide the AF with accurate and timely information that is crucial for the strategic planning, forecasting, management, direction, and operational control of logistics resources. RMS is comprised of four systems, RMS-D200, D072 Other War Reserve Materiel Requirements (OWRMR), D040 War Reserve Materiel List/ Requirements and Spares Support Lists (RSSL) and D40 Weapon System Support Program (WSSP). RMS-D200 has three primary functions as follows in the programs support of spares and major equipment items in support of AF weapon systems. The following is not in any order of precedence. RMS determines the optimum allocation of funds and control funds execution as well as the optimum allocation of materiel procurement, repair, termination, and disposal quantities. The RMS program collects and maintains the logistics past experience data to include flying hours, inventory, sorties, and engine overhaul statistics as well as future weapon system force readiness and activity plans including planned maintenance and modification schedules. In addition, the RMS program supports decision making to plan, program, and budget funds. D040 RSSL transmits information to DLA on quantities of consumable items of War Reserve Materiel (WRM) required for support of forces, missions, and activations cited in AF war plans. D040 WSSP provides capability to send & receive AF weapons system data to support DLA in making stock-related decisions on AF consumable parts requirements.

Requirements

  • U.S. Citizenship
  • Advanced Degree (MA/MS) or Doctorate from an ABET accredited program in Computer Science, Information Technology or other Engineering Discipline and 10 years of experience, 5 of which must be in the DoD, or BA/BS Degree from an ABET accredited program in Computer Science, Information Technology or other Engineering Discipline and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD, or, 15 years of directly related experience with proper certifications, 8 of which must be in the DoD.
  • CompTIA Security+ CE
  • Must possess and maintain a Tier 1/NACI clearance.
  • Certifications Requirements (Possesses any or all of the following certifications)
  • AWS Certified Solutions Architect, (or associate) AWS Cloud Practitioner or Microsoft Axure equivalent
  • Current certification in Oracle/OCI products and/or databases
  • CompTIA Security + CE

Responsibilities

  • Perform work that applies a broad theoretical and practical knowledge of Agile system engineering to the acquisition process.
  • Identify, describe, and apply emerging IT acquisition strategies, best practices, IT-related performance measures and quality management in support of acquisition planning, information assurance/cybersecurity, test and evaluation processes, verification and validation processes, and/or, fielding and sustaining of lT/software systems;
  • Conduct reviews on program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, manage/sustain program technical baseline, and design/perform system level tests to assure that subsystems and system performance is achieved in accordance with approved specifications;
  • Perform program reviews to evaluate alternative proposed plans, systems engineering programs, design and test results to assure that subsystem and system performance is achieved in accordance with program specifications;
  • Prepare technical documentation which defines, specifies, and recommends system/subsystem characteristics;
  • Prepare management reports and conducts technical presentations for planning, implementation and corrective action using application of engineering principles;
  • Perform validation of software systems including development of analyses/evaluation criteria and procedures, analyses/evaluation of results, and related recommendations;
  • Provide Agile and Digital system/program engineering, technical support and technical training to support programs/initiatives including, but not limited to, acquisition, development, integration, sustainment, continued evolution, deployment/fielding and installation, and operations oversight;
  • Provide engineering support services and inputs to program and project risk management activities in compliance with AF Systems Engineering Assessment Model (SEAM) processes; and,
  • Perform all (system) engineering according to applicable DOD, AF, AFMC directives, instructions, and manuals, to include, but not be limited to, AFI 63-101, AFMAN 63-144, AFMCI 63-1202, AFMAN 63-128, AF/ 99-103 - and their updates, successors (as happens over time).
