About The Position

The Systems Analyst II supports the Texas Health and Human Services Commission (HHSC) by analyzing business needs and translating them into effective application and system solutions. This role focuses on understanding business objectives, evaluating system capabilities, and supporting the design, development, and enhancement of applications. The position is part of the Medicaid and CHIP Services (MCS) team and contributes to the expansion and support of the Texas HHS Microsoft 365 Power Platform. The Systems Analyst II works under limited supervision while exercising independent judgment and initiative. This role combines systems analysis and development responsibilities within a government technology environment.

Requirements

• 5 years of experience working in Software as a Service (SaaS) and/or Platform as a Service (PaaS) environments.
• 4–7 years of experience in systems analysis, application development, or a related field.
• 4 years of experience with Microsoft PowerApps and Power Automate technical solutions.
• 4 years of experience developing solutions within the Microsoft Power Platform.
• 4 years of experience designing and developing Canvas and Model -driven PowerApps using Dataverse, SharePoint, or other database backends.
• 4 years of experience developing Power Automate flows, including business process and desktop flows.
• 4 years of experience working with Dataverse tables and data structures.
• 4 years of experience developing and supporting Power Pages portals.
• 4 years of experience using the Power Platform Center of Excellence (CoE) Admin Center.

Responsibilities

• Analyze business objectives, user requirements, and operational procedures to identify system improvements.
• Evaluate alternative technical solutions and perform cost/benefit analyses.
• Collaborate with business units and technical teams to assess current processes and identify system gaps.
• Document detailed user requirements, functional specifications, and program modification steps.
• Review system capabilities, technical constraints, and scheduling limitations.
• Support the design and development of custom applications using Microsoft Power Platform tools.
• Develop and maintain solutions using Dataverse, PowerApps, Power Pages, and Power Automate.
• Assist with system implementation, enhancement, and ongoing application support.
• Participate in solution reviews to ensure alignment with business and technical requirements.
